Sir,
It is submitted with due regards that the
DPC for the vacancy year 2026 is already long pending for the want of the All
India Seniority List of Central Excise/CGST Superintendents beyond 2013 due to
some problem at the level of Vadodara Zone. It also seems that all vacancies
have not been filled-up for the Central Excise/CGST quota for the vacancy year
2025.
2. Our officers are forced to retire every month without promotion with
no fault on their part for the want of timely DPC despite of thousands of
vacancies being existed. If Vadodara Zone issue is not being resolved
instantly, at least the existing All India Seniority List (upto 2013) of
Central Excise/CGST Superintendents may kindly be exhausted to promote the officers
already due for promotion. It is also worth to mention that ad-hoc promotions
may be affected based on the DOPT OM NO. 28036/8/87-ESTT. (D) Dt. 30.03.88
even in case of any seniority dispute or court injunction.
3. In view of above, it is requested to kindly
convene the DPC at an early date taking into consideration the vacancies to
the extent of exhausting at least the existing seniority list, so that the
officers due for promotion are not retired without promotion at least in the
month of June/July. It is also requested that the Vadodara Zone issue may
also kindly be resolved at an early date.
