Dt. 12.06.13
IMMEDIATE
To,
Ms. Shobha L. Chary,
Member (P&V), CBEC,
North Block, New Delhi.
Sub: Creation of separate service on
the lines of CSS.
Madam,
Kindly refer
to the minutes drawn against point No. 33 of the meeting held with your
goodself on 31.01.13 issued vide No.C.30013/6/2012-Ad.IV.A. Dt. 15.02.13 of
CBEC. It is submitted with due regards that the
decision on this point has also unfortunately been deviated as usual merely to
divert & dilute the issue saying that the matter needs to be examined. No
action has been taken on the issue till date despite of being agreed in the
meeting of 15.03.12. Your goodself was also
pleased to agree to it in the meetings of 02.11.12 and 31.01.13 but nothing has
been done till date.
2. It is further submitted that such
proposal was also mentioned as under consideration during the cadre
restructuring presentation on 18.01.11. The creation of the separate service on
the lines of CSS etc. was also recommended by DOPM in its file F. No.
8/B/4/O&PM/2008 submitted to the Member (P&A) on 17.01.08 (vide letter
F. No. 8/B/33/O&PM/2008 Dt. 06.05.08 of the Commissioner of DOPM). Further,
the creation of the separate service on the lines of CSS etc. was also
recommended by the Member (P&A) in F. No. 11013/67/2007-Ad IV of CBEC on
24.01.08. The direct IRS officers Association also recommended for the same.
3. As far as
the examination of the matter is concerned, the issue of creating the separate
service for our officers has already been examined and was recommended to the 6th
CPC by the CBEC vide F.No.A.26017/147 /06-Ad.II.A Dt. 04.01.07 as one of the
measures to remove our stagnation. So, there seems no need of re-examination of
the issue as said in the minutes. Only the modalities of the same are to be
formulated, for which the
draft rules for the separate service
are enclosed herewith.
4. In view of the above, it is requested
that serious steps may kindly be taken accordingly on immediate basis
independent of cadre restructuring to create a separate service for our
officers for the sake of justice to the most stagnated category of government
employees. It seems the actual way to remove their stagnation and grant them
promotions in higher grades to bring them at par with their common entry
counterparts.
Thanking you,
Yours
faithfully,
Encl: As above.
(RAVI
MALIK),
Secretary General.
