Sub: Holding
of regular minuted meetings
under the employee grievances redressal mechanism.
Madam,
Kindly
refer to the minutes drawn against point No. 13 of the meeting held with your
goodself on 31.01.13 vide No.C.30013/6/2012-Ad.IV.A. Dt. 15.02.13 of CBEC.
2. It is submitted with due regards that the meetings are not being held under the employee grievances redressal mechanism in the field formations
despite of the repeated directions of the Board. The staff grievances are not
being redressed due to the non-observance of such meetings. The meetings are not being held despite of
the circular issued by the CBEC vide No. B. 12017/05/2008-Ad.IV.A Dt. 18.01.10 and reiterated vide even number Dt.
02.03.12. The Association was assured about the holding of
the due meetings at bimonthly intervals extendable by one month during the
meetings of 02.11.12 & 31.01.13 but no process has been started anywhere in
the field formations.
3. The last meeting even at Board level was held on 31.01.13 and the
next meeting was due latest by 30.04.13 (within two months extendable by
one month). The minutes of any of the meetings were also not recorded correctly
and also the decisions are unimplemented till date. No grievance of the staffside
has been redressed even after the meetings of 15.03.12, 02.11.12 &
31.01.13. It is very unfortunate that the meetings were also held only for the
sake of formality. Even in the present time of transparency, the staffside is
unable to approach any of their own authorities-higher or lower. Perhaps the authorities are not interested
to see the staffside and redress their grievances despite of the staffside
being actually instrumental to collect the revenue. It gives the only
impression that our CBEC is anti-staff whereas other organisations have a
pro-staff image.
4. In view of the above, it is
requested that all the field formations as well as Board may kindly be serious
to conduct the said meetings at due intervals (within 2 months extendable by 1
month) with the staff Associations under the grievance redressal mechanism for
actual redressal of the grievances. You are also requested to hold the next meeting with the Association under the mechanism at an
early date. It is also requested that the holding of the meetings under the
mechanism by field formations may be monitored by asking regular reports from
them.

Sub: Non Functional Financial Upgradation (NFFU)
to the Central Excise executive officers at par with the counterparts of CSS.
Madam,
Kindly
refer to the minutes drawn against point No. 15 of the meeting held with your
goodself on 31.01.13 vide No.C.30013/6/2012-Ad.IV.A. Dt. 15.02.13 of CBEC.
2. It is submitted with due regards that no action has been taken on the
issue till date. The Association was assured of the necessary action
during the meeting of 02.11.12 but the same is still awaited. Further, the decision on
this point has also unfortunately been deviated in the minutes of 31.01.13
meeting saying that this is a technical matter and will be examined.
3. It is further submitted that the
officers of group ‘A’ Services have been granted NFFU at par with the IAS
officers vide DOPT OM No. AB.14017/64/2008-Estt.(RR) dt. 24.04.09 to undo the
financial disparities among them. As far as the group ‘B’ officers are
concerned, the CSS officers are the best placed like IAS among group ‘A’
officers. The CSS officers recruited in Assistant Grade alongwith the Central
Excise Inspectors and others get the benefit of promotions/NFFU in the grade
of- i) SO with GP of Rs. 4800/- & Rs. 5400/- in PB3 after 4 years of
service, ii) US with GP of Rs. 6600/-, iii) DS with GP of Rs. 7600/-, iv) Director
with GP of Rs. 8700/- in PB4 and v) JS with GP of Rs. 10000/- while our
officers are retiring in PB2 after getting only one promotion in the career of
35-40 years despite of being recruited through common All India competitive
examination conducted by SSC as Central Excise Inspectors. Central Excise
Superintendents have been granted the time scale in PB2 instead of PB3 without
further promotion as compared to their counterparts of CSS. The SO’s of CSS are
being promoted to a senior group ‘A’ post (grade pay of Rs. 6600/-) while we
are eligible to be promoted (if any) merely to a junior group ‘A’ post (grade
pay of Rs. 5400/-).
4. In view of the above, it is
requested that the officers recruited as the Inspector of Central Excise
(promotee as well as direct) may kindly be granted at least financial parity in
the form of NFFU with their counterparts of CSS on batch to batch basis.

Madam,
Kindly
refer to the minutes drawn against point No. 27 of the meeting held with your
goodself on 31.01.13 vide No.C.30013/6/2012-Ad.IV.A. Dt. 15.02.13 of CBEC.
2. It is submitted with due regards that the decision on this point has also
unfortunately been deviated as usual merely to divert & deviate the issue
by relating it to the retired officers. No action has been taken on the issue
till date despite of being agreed in the meeting of 15.03.12. The Association was also
assured by you of the necessary action during the meeting of 02.11.12 but the
same is still awaited.
3. It is further submitted that
the scheme to sell the weapons to the departmental officers by the CBEC was
started initially without any condition of returning the same on retirement.
Later on, it was changed to ‘loan basis’ with the condition of return of weapon
to the CBEC on retirement in discriminating manner while the politicians were
privileged to purchase the same on nominal price. Our officers are being asked
to return the same on retirement whereas the politicians were privileged to
purchase even another after 3 years.
4. In view of the above, it is
requested that the necessary steps may kindly be taken in the matter on
immediate basis to reinstate the initial scheme of selling the weapons to
departmental officers also giving them opportunity to purchase the same already
possessed on ‘loan basis’.
