Sub: Promotions against existing vacancies of Asstt. Commissioner.
Madam,
It is submitted with due regards
that more than one year has expired to the DPC held for the post of Asstt. Commissioner.
As your goodself is already aware that only around 1% of our Central Excise
Superintendents are able to enter junior group ‘A’ at the fag end of the career
but these 1% are also unable to get promoted for the want of much awaited DPC.
Hundreds of our Superintendents are already forced to retire every month
without promotion. No need to submit that it is a very sorry state of affairs
for us to retire our officers only with single promotion in their service
career of 35-40 years while their common entry counterparts are easily getting
5/6 promotions. It is really a great social disrespect for our officers as well
as us.
2. The only reason
of such a pity condition of our officers is not happening of the timely cadre
restructurings. Their counterparts are reaching the level of Commissioner in
sister concern of CBDT and Joint Secretary in CSS only due to the timely
happening of cadre restructurings while the ongoing cadre restructuring is the
only IInd in CBEC which is also pending in its 7th year despite of
the guidelines for the same to be happened after every 5 years.
3. In view of the above, it is
requested that not only the immediate
& serious steps may kindly be taken to materialise the promotions against
the existing vacancies of Asstt. Commissioner but
also the ongoing cadre restructuring be expedited and some specific measures
may also be devised to grant the parity to our officers with their counterparts.
