Subject: MOS meet, Satyagraha
Dear friends,
good evening.
1. Next meeting with MOS was scheduled for very next day, i.e., on 02.08.13 at 3.30 p.m. The DG, HRD was also called for the meeting. But meeting couldn't be held because the MOS was busy in Telangana issue. However, a meeting was already held with the DG on the same day in the forenoon discussing all the issues in length placed before the MOS on 01.08.13. She was agreed to the issues during the verbal discussions. Let's see what she, now, forwards to the MOS under her note. After reaching the note to MOS, next meeting will be tried with him. The meeting of 01.08.13 was arranged with the help of our former President, Sh. Ramesh Babu from Guntur. Many many thanks to Sh. Ramesh Babu as well as our Guntur Unit.
2. As you all know, the notice for rival of Satyagraha programme w.e.f. 04.09.13 has already been served to the FM. All the units, office bearers and members are again requested to take part in the programme on 04.09.13 by bearing the black badges and observing peaceful lunch hour programmes before the offices of respective Chief Commissioners/Commissioners. Sir,
With due regards, it is a matter of great concern & disappointment that the honest officers performing their official duties with the fullest degree of honesty are being victimised by the political authorities to fulfil political ambitions. Whether it is Ms. Durga Shakti Nagpal in Uttar Pradesh or Mr. Ashok Khemka in Haryana or any other else, either the honest officers are suspended or transferred or any other vindictive action is taken against them whenever they try to fight against corruption & any of illegal or unlawful tactics.
2. It is really the saddest signal in r/o our social values. In the past whenever it was tried to find out corrupt persons or any other evil in the society, only a few were there. But now presently when we try to find out the number of honest persons or ideals, there are only a few. And it is very unfortunate that these “a few” would also be killed out of the society, if necessary measures are not taken on immediate & urgent basis for the safety & survival of the honesty & lawfulness.
3. In view of the above, it is very much requested that some concrete & effective measures may kindly be taken to revive the honesty & lawfulness in the system granting the total safety & security to the honest officers from all angles including administrative, political & social etc. It is the urgent need of the time.

            Kindly refer to-
i) the Ref. No. 212/P/13 Dt. 26.07.13 of the Association and
ii) letter F.No.32012/21/2009-Ad.II Dt. 01.08.13 of the CBEC circulated to all Chief Commissioners.
2. It is submitted with due regards that the names of around 43 ‘already retired/resigned/just to retire/with no date of birth’ officers belonging to Central Excise only have again been depicted in the lists attached with the above referred letter of the CBEC as per the following break-up :-
i) Already retired- S. No. 5, 8, 15, 23 to 26, 30, 37, 85, 98, 100, 105, 107, 109 to 111, 114, 117, 118, 129 to 131, 133, 139, 143, 149, 156 etc. among general candidates and S. No. 6 among SC candidates and also S. No. 2 among ST candidates.
ii) Resigned- S. No. 41 among general candidates.
iii) Just to retire (only in the month of August’ 13- it is expected as per the past precedents that they would no way be promoted)- S. No. 13, 86, 90, 97, 106, 128, 140, 147 etc. among general candidates and S. No. 3 among ST candidates.
iv) With no date of birth- S. No. 29, 32, 43, 58, 73 etc. among general candidates.
3. It is very unfortunate that the concerned section is not taking the things seriously and the matter is being dealt with only a very casual approach.
4. In view of the above, it is requested that the names of the retired/resigned etc. officers may kindly be deleted from the lists and the names of equal number of serving officers added in correct manner alongwith the mention of the date of birth. It is also requested that the provisions of the extended panel may kindly be implemented not only for this DPC but also for the earlier DPC’s including the post 1979 regularisation for the post of the Asstt. Commissioner.
