Sub: Specific amendment in the RR’s in r/o cadre restructuring.
Madam,
As you know, it is submitted with due regards that the Central Excise Superintendents are forced to retire only after one promotion in the career after joining the job as Inspector on account of extraordinarily acute stagnation. It is worth to mention that the Customs side officer, i.e., Appraiser of 2002 has already entered into group A while the Central Excise Superintendent of 1992 is still waiting for the same. It is further submitted that 2118 posts of Asstt. Commissioner are going to be created on temporary basis under the ensuing cadre restructuring. The officers promoted to these posts will not get further promotion on account of temporary nature of the posts.
2. The names of such officers may also not figure in the seniority list on account of temporary status. So, all of these temporary posts may be used for the acutely stagnated category of employees, i.e., Central Excise Superintendents to give some consolation to them at the fag end of the career because they will neither be eligible for further promotion nor their names will figure in the seniority list of group A officers. All of these temporary posts may be utilised only for the Central Excise Superintendents until 2002 Central Excise Superintendents also enter into group A. For this purpose of all of the proposed temporary posts of Asstt. Commissioner to be utilised fully for the promotion of the acutely stagnated Central Excise Superintendents, due amendment will have to be made to the RR’s.
3. In view of the above, it is requested that the specific amendments may kindly be made in the relevant RR’s to utilise all of the temporary posts of the Asstt. Commissioner only for the promotion of Central Excise Superintendents.
