Sub: Consideration zone of officers in r/o cadre restructuring.
Madam,
It is submitted with due regards that the consideration zone of the officers for the promotion against the vacancies of Asstt. Commissioner in r/o cadre restructuring has already been sent to the Board by the concerned committee. It was sent to the Under Secretary of the concerned section (Ad II), Sh. Antony, through e-mail for vetting.
2. As you know that around 100 of our Superintendents of Central Excise are retiring every month without the rare of rarest IInd promotion even after rendering the service to the government for more than 35 years. Our Board is already far behind (by 2 panel-years) in the matter of holding the DPC’s for the said post. As a result, our eligible officers are forced to retire without promotion due to this delayed process of holding the DPC’s with no fault of them. It is reiterated that the DPC’s for panel years of 2013-14 and 2014-15 are already pending which were to be conducted well in advance (in the month of January of the preceding panel year, i.e., January-13 and January-14 respectively for the said panel years) as per the DOPT guidelines.   
3. In view of the above, it is very much requested that the-
i) vetting of the consideration zone already sent to the Board may kindly be done immediately and
ii) DPC for the panel years of 2013-14 & 2014-15 as well as for the vacancies of cadre restructuring may kindly be conducted immediately.
