CONVENTION TO BE HELD ON 01.11.2014 & 02.11.2014 AT DAMAN.



It is known to everyone that --“CBEC does not implement the Guidelines prescribed by DOPT to conduct Cadre Restructuring and to conduct DPC and to frame Recruitment Rules within the prescribed time. CBEC does not show any interest to grant promotions to Gr-B Gazetted officers of the department and also CBEC does not having any interest for collection of more revenues. The CBEC officials work with motive “all the good for self, self ego & power”. Despite such attitude of CBEC officials, we all together performed hard work during last two years and due to such hard work we achieved in approving more than 3100 Gr-A posts in course of CR-2013. Due to our persuasion a committee has been constituted to solve the stagnation issue permanently.  We have highlighted in our memorandum submitted before the 7th CPC not only to consider higher pay scale but also for removal of stagnation. It is known to all that certain other Associations had made delay the CR .  It's time now for a new Central Committee to take charge of the AIACEGEO.  Our ensuing  Convention , which will be held at Daman during 01.11.2014 & 02.11.2014 will elect a new Committee. We trust  our  Units  will exercise their franchise astutely, with foresight  and  show good judgment. The present  Committee, it has been a great privilege to champion the cadre's causes since July, 2012 when we were elected at the Jaipur Convention. We have the satisfaction of having achieved in large measure the objectives we had set for ourselves then, and having fulfilled the  promise made  to our fraternity. It is the result of the relentless efforts of the present Committee  that more than 3100 Nos. of Gr-A posts have been approved in CR-2013. The present  Committee has left no stone unturned to eliminate the shameful  disparities in promotions  that exist among three base cadres( Inspector, PO, Examiner) as well as different Zones in promotions of  Inspectors to Superintendents.  To solve this issue we filed an OA in Principal Bench of CAT. This issue has dominated our agenda throughout our tenure. There is hardly a door which we haven't knocked in pursuit of solutions to this chronic and extremely vexing problem. Not only we have submitted representations but also we have personally approached the Cabinet Secretary (the head of the CR Committee) for removal of intra cadre/inter cadre disparities in promotions and stagnation problem permanently and as a result as per the direction of Cabinet Secretary, the Stagnation Committee has been constituted. We have submitted our memorandum to such Committee and we  have also appeared before such Committee to submit oral evidences on 31.07.14. As per the request of such Committee we have also submitted one additional memorandum describing the required model executive manpower for the entire department. However lack of  discipline shown by some of our units in approaching and meeting  the Board officials directly and communicating demands divergent from the ones reflected in resolutions of the AEC/AC  meetings of our Association  have done great damage to the Association's overall credibility and severely eroded the influence it had mustered through protracted and  massive efforts. Recently some of our Units met the stagnation committee also  and made some vague demands.  Also we need to be far more responsible in fulfilling our responsibilities and obligations towards the organisation, the recognition of the Association  has been further renewed during the present tenure.  We have also filed an OA in Principal Bench CAT for removal of MACP anomaly.
