CONGRATULATIONS.

Cengo India heartily congratulates  and welcomes to those who got promotions on 30.09.2014  to the post of Superintendent due to implementation of CR 2013 of CBEC. Cengo India also  wishes  them all the best for their future assignments.
But it is very unfortunate that UPSC has not allotted any time to conduct DPC yet to grant promotions to the post of Asst. Commissioner. The concerned file at present still pending with Chairperson UPSC since last Thursday. 

Durga Puja, the festival that honours goddess Durga and celebrates her victory over the mythological demon named Mahishasura, kickstarts on Tuesday.  Durga is interpreted as an embodiment of feminine power in Indian culture and society.

The festival is celebrated with gusto, especially in West Bengal, during the last six days of the Navratri festival. The unique part about this year's Durga Puja is that the ninth and 10th day -- Maha Navami and Dashami -- fall on the same day.

Knowledge is a key driver of organizational efficiency and effectiveness, an intangible and one of the most valuable assets of an organization. Often, it is seen as the ‘hard’ information available In files, note sheets, correspondence, documents, SOPs, MOPs, and electronic databases. it ¡s much more than that, All employees have Invaluable knowledge of their areas of responsibility, which may be much more nuanced and Integrated than those mentioned earlier.
2. Such innate knowledge is at a risk of getting lost when the incumbent leaves the seat- gets transferred or demits office. New employee will take time to understand issues of current importance, appreciate urgency of actionable points, recognize strengths and weakness of different subordinates for suitable work allocation, and comprehend critical issues by trial and error. This time spent In negotiating the way In new environment, spent In trial and error, may turn Out to be the critical difference between success and failure of the unit, the department or even the organization.
3- Thus, knowledge continuity In wake 01 employee transition needs to be recognized as a key challenge: more so in the government where rule based Personnel polices mandate a fixed tenure. Problem of knowledge continuity can be significantly tackled if Incumbent employee, with overall goal of success of the organization in mind, considers the successor as a part of same team and transfers the knowledge that he/she considers critical. Such knowledge transfer can be by personal interaction and briefing. However, written Notes for the successor serve the purpose more effectively and also help build Institutional memory. In government, though this practice used to be in vogue, of late it is becoming rare.
4. A need for re-institutionalizing the practice of leaving ‘note for the Successor’ was highlighted by Hon’ble Prime Minister during the presentation of the M/o Personnel. PG & Pensions on 12 June 2014.
5. Accordingly, it has been decided that respective Competent Authorities may impress upon officers In their organizations to cultivate the habit of leaving behind “note for the successor” when they move out. It Is also emphasized that all CTIs/ATIs should include inputs on “note for the successor” in their training programs so that officers are sensitized towards this important organizational responsibility.
6. This department may be informed of the steps taken In this regard.

The office bearers of AIACEGEO met the Chairperson , CBEC on 28.09.14  , and raised demands  for immediate settlement of the following issues.
1. Immediate DPC should be conducted for the existing vacancies as well as posts created in CR-2013 for the posts of AC for the financial year 2013-14 and 1014-15.  
2. Adhoc promotions should be granted by CBEC without consulting UPSC.
3. Removal of inter cadre and intra cadre disparity in promotions.
4. Regularisation of adhoc promotions pending since 1997 in revised ratio.
5. Framing of RRs with a provision of Common seniority list amongst all 3 feeder categories and not to consult UPSC on promotion to JTS posts. 
6. Introduction of flexible promotional scheme on in situ basis and with a provision of batch wise upgradation at par with CSS service. 
7. Downgrading of higher posts, which can not be filled up due to non  availability of eligible officers.

Relaxation to travel by air to visit J&K, NER and A&N for further two years on LTC – Dopt Order

Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by air to visit NER and A&N.

The undersigned is directed to say that in relaxation to CCS (LTC) Rules, 1988, it has been decided by the Government to permit Government servants to travel by air to North East Region (NER) , Jammu and Kashmir and Andaman & Nicobar Islands (A&N) as per the following scheme.


(i) All eligible Government servants may avail LTC to visit any place in NER/ A&N against the conversion of one block of their Home Town LTC. Fresh Recruits are also eligible for this benefit against conversion of one of the three Home Towns in a block of four years applicable to them.

(ii) Government servants entitled to travel by air can avail this LTC from their Headquarters in Economy class.

(iii) Government servants not entitled to travel by air may be permitted to travel by air in Economy class in the following sectors:

a. Between Kolkata/ Guwahati and any place in NER
b. Between Kolkata/ Chennai/ Bhubaneswar and Port Blair.
c. Between Delhi / Amritsar and any place in J&K

Journey for these non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar / Delhi / Amritsar will have to be undertaken as per their entitlement.

(iv) Air travel is to be performed by Air India in Economy Class only and at LTC-80 fare or less.

(v) Air travel by non-entitled officers on the sectors mentioned in item (iii) above may be permitted while availing LTC to any place in India (4 year Block) also.

(vi) Air Tickets to be purchased directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/s Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT’s O.M. No. 31011/6/2002-Estt.(A) dated 02.12.2009) while undertaking LTC journey. Booking of tickets through other agencies is not permitted.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.

3. All the Ministries/ Departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. In order to keep a check on any kind of misuse of LTC, Ministries/ Departments are advised to randomly get some of the air tickets submitted by the officials verified from the Airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.

4. In their application to the staff serving in the Indian Audit and Accounts Department, these orders issue after consultation with the Comptroller and Auditor General of India.

Guidelines on framing / amendment/relaxation of Recruitment Rules for Organized Group ‘A’ Service

Attention is invited to this Department’s O.M. No. AB.14017/48/2010-Estt (RR) dated 31 December, 2010 vide which   and Service Rules were issued.
2. Department of Personnel & Training, with the approval of the competent authority, has decided that henceforth all the Cadre Controlling Authority of Organized Group ‘A’ Service, before referring any proposal for framing/amendment in the Service Rules of the Organized Services, are required to put the proposed amendments/revision in the Service Rules on their website for 30 days for inviting comments from the concerned officers.
3. Thereafter, taking into account the comments so received, the proposal would be sent to DoPT, UPSC and Ministry of Law for finalization.
4. All the Cadre Controlling Authorities are, therefore, requested to adhere to these instructions scrupulously. Proposal referred to this Department without following the aforesaid procedure, would not be entertained.

Central Government  employees to take cleanliness pledge on 2 nd October.

All Central Government employees will have to be present in office on October 2, Gandhi Jayanthi, the day when Prime Minister Narendra Modi will launch ‘clean India campaign, and take the cleanliness pledge, a directive issued by the Cabinet Secretary Ajith Seth said.

The employees will be administered ‘Swachhata Shapath’ (pledge of cleanliness) in government offices, public functions and events on October 2, the directive said. The cleanliness drives led by senior officials will be undertaken in all government and public offices, it said. The Centre had earlier declared October 2 (Mahatma Gandhi’s birthday) as gazette holiday.
There will be a special cleanliness drive in government offices from tomorrow till October 2 to get rid of clutter, garbage and weed out old and unwanted things from government premises, the directive said. The Cabinet Secretary had earlier also written to secretaries of central government departments pressing the need for clean working spaces.
“There are certain offices where construction material is lying for years. In some office premises, unused or junked vehicles are also parked. The departments have already been asked to make sure that no clutter, unused vehicles, rubbles or building material are lying in the office premises,” a Personnel Ministry official  said. There may be surprise inspections to ensure the effectiveness of cleanliness drive, he said. Senior officials have sprung into action and instructed their concerned supervisors to ensure that the office premises are clean.

Functioning of Audit Commissionerates.

Board has issued instructions on functioning of Audit Commissionerates.  Main features of the Audit Commissionerates are as follows:

1. In non-metros with multiple Executive Commissionerates located in different geographical regions, Audit Commissionerate HQRS will be situated in   the city where the Zonal office is situated. However, Circles on the lines of Divisions will be situated in the city where Executive Commissionerates are   located. 
2. Audit Commissionerates will be divided into Circles on the lines of Divisions and each Division will be divided into may be Five Audit Groups on the  lines of Five Ranges in each CE Division. Each Circle will be headed by AC/DC.
3. Audit Commisisonerate will have four  Sections. 
     1. Planning and Coordination Section
     2. Administration, Personnel and Vigilance
     3. Technical Section
     4. Risk Management.
4.   HQRS of each  Audit Commissionerates will have two or thee Addl/Joint Commissioners who would be supported by four ACs/DCs.
5.   Audit Commissionerate shall issue the show cause notice, wherever necessary, after  the audit objections are confirmed in the MCMs. The SCN   shall be answerable to and adjudicated by the Executive Commissioner or the subordinate officers of the Executive Commissionerate as per the  adjudication limits prescribed by the Board. Audit function will end with the issuance of show cause notice and further action including adjudication and follow-up shall be the responsibility of Executive Commissioner. 
6.  Litigation after adjudications, pre and post audit of Rebates/Refunds and AG Audit Correspondence will be attended by Executive   Commissionerates.

Subject:- Procedure for booking of air-tickets on LTC- Clarification reg.

The undersigned is directed to refer to the conditions laid down by this Department’s O.M. No. 31011/4/2014-Estt.(A.lV) dated 19th June, 2014, as per which the Government employees are required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/S Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT O.M. No. 310111612002-Estt.(A) dated 02.12.2009) while undertaking LTC journey(s).


2. The matter has further been reviewed and it is clarified that the web-portal of authorized travel agents, namely M/s Balmer Lawrie & Company Ltd., M/s Ashok Travels & Tours and IRCTC will also be treated as an acceptable mode for purchase of air tickets on LTC. However, booking of air tickets through web-portals of these authorized agents would also be governed by the provisions of Department of Expenditure’s O.M. No. 19024/1/2012-E-IV dated 5th September, 2014 which are as under:

(i) No feel service charges (by whatever nomenclature), which are not included in the ‘tariff’ charged by Air-India/airlines, are required to be paid to the aforementioned authorised travel agents.

(ii) As far as possible, air tickets on Government account may be obtained directly from the Air India/Airlines (booking counters/offices/websites) and if obtaining tickets directly from Air India/Airlines is not possible, should the services of authorised travel agents be availed of.

3. All Ministries/Departments are advised to bring these guidelines to the notice of all their employees.

The 7th Central Pay Commission has been receiving a number of memoranda, representations from associations/federations as well as individual cadres on pay and related issues. As part of its working, the Commission is also hearing various groups of employees both in Delhi and during its visits outside Delhi.

2. One of the major issues raised before the Commission centres on the subject of parity. One aspect of parity manifests in how posts of a similar nature are placed. Certain cadres/category of employees have, in their deposition before the Commission, stated that there are cases when identical or similarly placed cadres/categories of employees in different Ministries/Departments are placed differentially in terms of pay and promotional prospects. 


3. With a view to examining and addressing this aspect of parity amongst apparently similarly placed cadres/posts, the Commission has devised a template to be filled in for posts being administered by your Department. The template seeks to elicit information that would be readily available in the Recruitment Rules for the concerned post(s)/cadres. In case your Department only operates posts involving common cadres like the Central Secretariat Service (CSS), Central Secretariat Stenographers Service (CSSS), Central Secretariat Clerical Service (CSCS), a NIL report may kindly be furnished to the Commission.

4. Since the Work of the Commission is time bound may I request that information as sought is furnished by 25 September 2014. Perhaps a copy of the RRs themselves could be sent as advance information.

Audit Commissionerates.


CBEC has issued direction to all Chief Commissioners  that  a  Transfer policy  pertaining to each and every zone  is to  be finalised in consultation with local recognised  staff associations.  The CBEC has issued guidelines vide letter dated 22nd September, 2014  regarding Structure, Administrative set up and Functions of Audit Commissionerates.  It  has been  mentioned in aforesaid letter that the guidelines on creation of Audit set up etc  may be  deviated considering the  need to cater to the local requirements. There fore while finalising the transfer policy a demand is required to be raise to the effect that Audit Commissionertaes and all units of such Audit Commissionerates should be stationed at the initial stage , at a place where the concerned jurisdicational  Chief Commissioner is being posted.

All India Association of Central Excise Gazetted Executive Officers to stage protest

-With nothing left to be happy about in terms of career prospects, pay or any other service matter, superintendents of central excise, service tax and customs will gather before the residences of Joint Secretary (Administration) and Member (PandV) of the on September 20 in a symbolic manner to highlight their pain through a Satyagraha programme in New Delhi.  The same programme will be observed before the residences of CBEC chairperson and the Revenue Secretary on September 21. Despite disappointment, job dissatisfaction, demotivation, humiliation and frustration, the revenue targets are regularly being achieved above the set targets by the sincere, committed and dedicated efforts of these officers but nobody is worried about their career prospects. These officers are forced to retire at a PB2 (the lowest Group B gazetted) post with only single promotion in the service career of 35-40 years after joining as Inspector whereas their common entry counterparts are easily enjoying PB4 levels (Joint Secretary and Commissioner, top level Group A posts) after getting 5-6 promotions. These officers are getting promotion (if any) merely to Junior Time Scale while their counterparts of CPWD, CSS, CSSS, AFHQS, Railway Board, Rajya Sabha Secretariat and many others like administrative services, police services, forest services, engineering services, state services etc. to senior time scale. The employee grievance redressal mechanism has totally failed. These poor officers are also forced to work under the extreme juniors of Customs belonging to the same cadre. Not only it, they are also deprived of the due pay scales in comparison to their analogous counterparts. The rights to grow, make progress and live with dignity have been snatched from them. There is no change in the scenario regarding their career prospects despite of the repeated representations and requests made to the administration. "If career prospects were disclosed at the time of the recruitment, these officers would have never joined this job," said Ravi Malik, Secretary General, All Association of Central Excise Gazetted Executive Officers. Malik also disclosed the facts that the direct IRS officers have been ensured up to nine promotions to upgrade them within the standard residency periods prescribed by DOPT by creating the posts at apex, HAG+ etc. levels in the higher scales even without availability of the eligible officers but no measures are being taken for the actual workforce of CBEC in the form of Central Excise Superintendents and Inspectors to promote/upgrade them within the standard residency periods prescribed by DOPT.  Their counterparts of (CBDT) and the Assistants of CSS under the same Department of Revenue are able to reach the post of Commissioner and Joint Secretary. Almost all other counterparts of them are also reaching the PB4 levels. The CBEC is even unable to conduct the DPC for promotions from Group 'B' to Group 'A' at prescribed intervals. Nothing has been done for these poor officers for decades to improve their career prospects. They are given false assurances but nothing has ever happened. All of other cadres below Group 'A' except Inspectors and Superintendents are also already getting 5 to 6 promotions in CBEC. Malik added that the cadre restructuring, which should have been implemented immediately after its notification on 18.12.13 particularly keeping in view the monthly mass level retirements of our officers without getting even IInd promotion, is still pending even after more than eight months of its notification. "Now under the prevailing circumstances, we have no option other than the revival of the Satyagraha programme to sit before the residences of the authorities including Commissioners/ADG's, Chief Commissioners/DG's, Joint Secretary, Members, Chairperson, Revenue Secretary, Minister of State (Revenue) and Finance Minister requesting them for immediate implementation of cadre restructuring and taking concrete measures independent of cadre restructuring to retire our officers also in PB4 under the hope of being listened in a better way at the residences of the authorities," he said. "In view of the above, our officers limited to 51 in number will gather peacefully before the residences of the Joint Secretary (Admn.) and Member (PandV) of the CBEC on 20.09.14 (Saturday) and the Chairperson of CBEC and Revenue Secretary on 21.09.14 (Sunday) under the '51 programme' requesting these authorities to fulfill our demands as per the charter of demands enclosed herewith," he added. "Under next step, such programmes will be observed before the residences of the Commissioners and Chief Commissioners throughout India and before the residences of other higher authorities in Delhi, if our demands are not acceded," said Malik.

CONSTITUTION OF THE ALL INDIA ASSOCIATION OF CENTRAL EXCISE GAZETTED EXECUTIVE OFFICERS

  PREAMBLE

WHEREAS it is expedient to amend and adopt the written Constitution of the “All India Association of Central Excise Gazetted Executive Officers”(hereinafter called as the Association) to suit the present requirements of the Group B Executive Officers in Central Excise, Customs and Service Tax in the matter of subscription, donation, constitution of the Executive Committee, framing of the rules and bye laws etc. hereby amend and adopt this Constitution in accordance with the Central Civil Services (Recognition of Services Association) Rules, 1993 in the Associate Executive Committee meeting of the Association held at Jaipur on 20th day of August, 2006. 

1. NAME, JURISDICTION AND COMMENCEMENT
This Constitution shall be titled as the Constitution of “All India Association of Central Excise Gazetted Executive Officers”.
This Constitution shall extend to the whole of India
The headquarters of the Association shall be at a place where the Secretary General is posted.

2.  AIMS AND OBJECTIVE
·                     To render efficient service to the Nation.
·                     To promote and safeguard the interest, rights and privileges of the members of the Association.
·                     Association shall represent, promote and safeguard the interest, rights and privileges of all the members of the Association whether posted in the Central Excise, Customs and Service Tax or any other organization and whether promoted to higher posts.
·                      To foster and promote the spirit of mutual goodwill and respect among the members of the Association as well as those among the members borne on the different cadres of the services and attempt at rooting out the factors germane to the growth of the spirit of dissatisfaction among the members, inefficiency and individual delinquency, encouraging all the time just and honorable relation between the members of the Association and the authorities.
·                     To ventilate and secure redressal of the grievances of the members and the settlement of the differences and disputes by Constitutional, democratic and peaceful means. 
·                     To present to the Government the cause of the members unprejudiced by racial, communal or regional consideration.
·                     Generally, to do all such other acts as are incidental or conducive to the attainment of the above objectives.
·                     Issue involving interests of any individual member shall not be the subject of victimization of any office bearers of the Association and Associate Units as a result of his holding such office.
·                     Any other object, which the Associate Committee shall consider expedient for the common good of the Members of Association.
                                                                       
3. MEMBERSHIP
·                     All Superintendents of Central Excise are eligible for membership of the Association and shall be guided by the Central Civil Services (Recognition of Service Association) Rules, 1993.
( There is a proposal which is pending for approval to include promotee IRS officers promoted  from the cadre of Superintendent of Central excise as members of the Association)
4.  SUBSCRIPTION
(i) Finance of the Association shall consist of the subscription and/or donations from the Associate Units;
(ii) Subscriptions of each Associate Unit shall be Rs.60/- per member per year.
(iii) Association may collect donation from each member subject to the exigencies of finance.
(iv) The subscription, at the rate decided by the respective Associate Units, shall be collected through Pay Rolls as per provision of CCS (RSA) Rules, 1993.

5.  CESSATION OF MEMBERSHIP
Any member of the Association may cease to be a member on the following grounds:-
i)                    If he resigns from the Primary Membership of the Association.
ii)                  If he resigns/ retires from Service
iii) If he is removed / dismissed from Service
iv) If his membership is suspended by the Associate Units by taking a resolution to that effect.

6. ORGANS OF THE ASSOCIATION
The Association shall have the following organs:
(i)                 The Associate Committee – The Associate Committee shall be constituted by The President, The Secretary General, 10 Vice-Presidents & 10 Joint Secretaries.
All the Associate Committee members shall be the ex-officio, Executive Committee members of their respective Associate Units.

(ii) The Associate Executive Committee   - The Associate Executive Committee shall be constituted by the President, the Secretary General, Vice-Presidents and Joint Secretaries, President and Secretary of each Associate Unit and one nominated member of each Associate Unit.

(iii) The Regional Executive Committee   - There shall be 5 Regional Executive Committee each constituted by one Regional President and one Regional Secretary. The General Secretaries and Presidents of the Associate Units of the Region shall be the members of the Regional Committee. The President, the Secretary General  of the Association shall be the ex officio Members of all the 5 Regional Committees. The jurisdiction of each Regional Committee shall be notified under Article 17.
One of the Vice President of the respective Region shall be the President of the Regional Executive Committee and one of the Joint Secretaries of the Region shall be nominated by the Secretary General as the Regional Secretary of the respective Regional Executive Committee.
                              
 (iv) The General Body -- The General Body shall be constituted by the Associated Executive Committee & the delegates nominated by the Associate Units where number of delegates shall reflect the number of Commissionerates the Associate units represent. 

(v)    The Associate Unit- The Associate Unit shall be named as an unit of the Association as per their respective Constitution which shall be in conformity with the Constitution of the Association. The Units shall be treated as independent association up to the level of Chief Commissioner of the respective zone.

7.  MEETING
1.                  The Associate Committee shall meet in every 6 months.
2.        The Associate Executive Committee shall meet at least once in every year.
3. The Regional Executive Committee shall meet as and when required by the Unit representing the Region in consultation with the Secretary General.
4. The Associate Committee shall have the right to call any extra-ordinary meeting depending upon the exigencies
5.  The General Body shall meet at least once in 24 months. The General Body shall have the power to appoint the Election Committee consisting of three (3) members to conduct the Election. 
6. Requisition Meeting -- An emergency requisition meeting can be called by two-third members of the Associate Executive Committee in writing and the Secretary General / President shall within three months call for such meeting. Otherwise, any two Office Bearers of the Association shall convene such meeting.

 8.   TENURE OF THE ORGAN OF THE ASSOCIATION  
(I)                 The term of the Associate Committee shall be from one General Body Meeting to next General body Meeting and shall not exceed 24 months.  If election is not held within three months of expiry of the term, the office bearers would cease to be duly elected representative of the Association. 
(II)              The Associate Executive Committee shall cease to function on completion of the tenure of the Associate Committee.
(III)            The Regional Executive Committee shall cease to function on completion of the tenure of the Associate Committee.

9 (A).  ELECTION 
(i)                 Election to the Associate Committee shall be held in the General Body Meeting.
(ii)               The voting right of each Associate Unit shall be equal to the number of Commissionerates the Associate Unit represents.
(iii)                Each Associate Unit shall have the right to cast the votes by the unit General Secretary or a person nominated by the unit.
(iv)                All the Associate Units shall hold election once in 24 months. If elections are not held within three months of expiry of the term, the office bearer would cease to be duly elected representative of the Associate Executive Committee and the Association shall have the right to hold election of the Associate Unit under its supervision.
(v)                  In the election of each Associate Unit, the Association if required, shall Nominate observer/observers for smooth and fair functioning of election.
(vi)                Observer/ observers so appointed shall vet the certificate issued by the Election Officer(s) of the Associate Unit and submit the same to the Association.
(vii)               All Associated Units shall intimate the date/schedule of election to the Association at least 25 days in advance.

9 (B) MODES AND MANNER OF ELECTION
(I)        Every nomination filed for the post of President, Secretary General, Vice-Presidents and Joint secretaries shall have to be sponsored by their respective Associate Units.
(ii) In the General body there shall be election of the President and Secretary General by direct voting through secret ballot
(iii) The Vice-Presidents and Joint Secretaries shall be elected from the respective regions on the basis of the voting rights as given at Art. 9(A) (ii) by the Associate Units of the said Region. Each Associate Unit shall be entitled to sponsor only one office bearer for  the Election. 
 (iv) In the election of the Associate Unit the manner of conducting election shall be determined by the Associate Unit and shall intimate to the Association at least 25 days in advance

 10.  FUNCTIONS OF THE OFFICE BEARERS  
(A)              THE PRESIDENT
(i)        The President shall preside over all the meetings of the Association.
(ii)               He shall conduct the business of the Association in accordance with the Constitution.
(iii)             In any constitutional exigencies, his ruling shall be final.
(iv)             He shall have the right to cast deciding vote.

(B)       THE SECRETARY GENERAL
Subject to the direction and control of the President, the Secretary General shall be the Chief Executive of the Association and shall
(i)                 Spear-head all the activities of the Association;
(ii)               Convene all meetings of the Association;
(iii)             Incur necessary expenses in connection with the work of the Association;
(iv)             Maintain records and accounts of the Association and shall submit the annual records of the accounts once in every year in the Associate Executive Committee Meeting.
(v)               Take spot decisions on emergent matters in the general interest  of the Association subject to post-facto approval of such decisions by the Associate Committee/Associate Executive Committee;
(vi)             Secretary General shall have the power to appoint one Office Secretary and one Treasurer as per his convenience. The Office Secretary and the Treasurer shall have no right to make correspondence on behalf of the Association in any matter;
(vii)           Secretary General shall have the power to appoint any committee by issuing notification to facilitate the smooth functioning of the Association;
(viii)         Secretary General shall communicate to all the Office Bearers and the Associate Units the decisions/minutes of the meeting as well as all activities at least once in three months.
                                                           
(D)       VICE-PRESIDENT
(i)   The Vice President shall perform the function of the President in his absence;
(ii)               One of the Vice-President elected to the Region shall be the President of the Regional Executive Committee and shall preside over the Regional Executive Committee meetings.

(E)       JOINT SECRETARIES
(i)                 The Joint Secretaries shall perform any work in the interest of the Association as and when entrusted to them by the Secretary General;
(ii)               One of the Joint Secretaries elected for the Region shall be the Secretary of the Regional Executive Committee and perform the duties as the Secretary in such meetings.

11.  FUNCTIONS OF DIFFERENT ORGANS OF THE ASSOCIATION 

(A) Associate Committee shall have the function   --
(i)To assist the Secretary General in his day to day work;
(ii)To take any decision in the interest of the cadre subject to ratification by the Associate Executive Committee;
(iii)To deal with any organizational problems faced by any Associate Units; 
(iv)To pass the annual account submitted by the Secretary General.

(B) Associate Executive Committee shall have the function—
(i)                 To pass any resolution by simple majority of votes in the interest of the Association /Associate Units;
(ii) To ratify any decision taken by the Associate Committee;
(iii) To pass the accounts passed by the Associate Committee;
(iv) To determine the eligibility and continuity of any Associate Unit.

(C) Regional Executive Committee shall have the function
(i)                 To pass any resolution by simple majority of votes in the interest of the Region;
(ii)               To take up matters and grievances in respect of the concerned region with appropriate authorities and in consultation with the President and the Secretary General from time to time.
                     
(D )  General Body shall have the function  --
(i) To take any decision in the interest of the Association;
(ii)To ratify the decision of associate Executive Committee;
(iii)             To conduct Election.
                                
12.    FUNDS 
The Fund of the Association shall be deposited in the Savings Bank Account in any Nationalized/ Scheduled bank and to be operated by the Secretary General and the Treasurer. An auditor appointed by the Associate Committee shall audit the accounts of the Association annually and the same shall be presented at the end of every year in the Associate Executive Committee Meeting.
The Fund will provide for all expenses made by the President, Secretary General, Office Secretary and the Treasurer which has been spent by them during the course of the work of the Association. The expenses incurred by Vice-Presidents & Joint Secretaries, shall be borne by the respective Associate Unit.

13.     AUDIT OF ACCOUNTS
The Books of Accounts shall be examined and audited by an Auditor appointed by the Associate Committee. The Accounting period of Accounts shall be the financial year i.e., 1st April to 31st March.


14.         QUORUM
(i)     The quorum of the Associate Committee shall be 9 (nine).
(ii)    The quorum of the Associate Executive Committee shall be 1/3 rd of the strength.
(iii) The quorum of the Regional Executive Committee shall be 60% of the strength                                                                                                    the Regional Committee.
(iv)             The quorum of the requisition meeting shall be 2/3rd of the total strength of the Associate Units.
(v)               The quorum of the General Body Meeting shall be 2/3rd of the Associate Executive Committee members and nominated delegates                                                                                                                                                                               

15.             CO-OPTION
In case any vacancy arises in the posts of the President, Secretary General on account of death, resignation or for any cause, the Associate Committee shall appoint through co-option amongst the office bearers to take over the charge of such post. Such appointment shall be ratified by the Associate Executive Committee. For other posts, the same shall be co-opted by the concerned Regional Executive Committee.

16.       AMENDMENT OF CONSTITUTION
The Associate Executive Committees shall have the right to amend the Constitution by caste of vote if required and frame any bye laws for the better conduct of the business of the Association within the provisions of the Constitution and within the ambit of guidelines stipulated in the CCS (RSA) Rules, 1993.
                 
17.       POWER TO FRAME RULES/ BYE LAWS  
In exercise of powers under Article 6(iii) of the Constitution the Associate Executive Committee shall be vested with the power to form any Regions/ Zones/ Units for smooth functioning of the organization by way of issuing notification(s).      
             
18 .     DISSOLUTION.
The Association may be dissolved by a resolution adopted by two-third majority of the members present in the General Body Meeting.
