Sub: DPC for the post of Asstt. Commissioner.
Madam,
Kindly refer to the telephonic conversations made from your side with the President of the Association yesterday on 17.09.14.
2. As discussed by your goodself, it is submitted with due regards that the names regarding whom the vigilance clearance/s is/are not readily available despite of the repeated requests may kindly be overlooked. Moreover, the vigilance clearance in r/o only one officer is pending as on date and he has already unfortunately retired in the last month waiting for the rarest IInd promotion of the career. As per DOPT guidelines, the proposal may even be sent for DPC if less than 10% of ACR’s etc. are not available. In our case, the pendency position is merely less than 1% as on date.
3. In view of the above, it is very much requested to send the proposal for DPC for 2118 posts also immediately to UPSC by overlooking the name in r/o whom vigilance clearance is still pending and DPC conducted accordingly keeping in view the large scale retirements of our officers without promotion on regular basis despite of thousands of promotional posts being in hand for last 9 months.
Thanking you,
Yours faithfully,

(RAVI MALIK),
Secretary General.
