The Finance Ministry also issued order on ad-hoc basis promotion consisting of 9 names of Commissioners fit for promotion as Principal Commissioners for the year 2014-15.
The Office Order No.42/2015 dated April 11 in this regard said, 54 Commissioners was promoted to Principal Commissioners as regular basis while 9 Commissioners got promotion as Principal Commissioners on ad-hoc basis.
“The promotions were made on in-situ till the time, the posting orders of the officers are issued,” said the office order.
Accordingly, all of them were retained in the same posts with an elevation.
The Finance Ministry implemented the cadre restructuring of the Indirect Taxes formations, with effect from 15th October 2014.
The promotion order is a part of cadre restructuring and the exercise will address increased work in load and also provide better revenue administration.
The Central Board of Excise and Customs (CBEC) is also suffering from top slots vacant.
The CBEC comprises of seven members. In the absence of the appointments of full body, it is functioning with two members, including the chairman, Kaushal Srivastava. Other one member is Ms Joy Kumari Chander.
Both of them have been overburdened with additional charges. The shortage of five members badly affected the overall functioning of the CBEC.
It’s interesting to note that Chairman Srivastava and member Chander are retiring in June and May of this year respectively and the total 14 posts of Principal Chief Commissioner are lying vacant since October 15, the date of implementation of cadre restructuring.
