FROM IRSPOA TO AICEIA

Shri Abhishek ( SG/ AICEIA),
(A)The Draft RRs is still with
Secretary (R) and in next week , it may reach in DOPT. The CBEC has not changed much in the original
draft except two or three minor points picked out from the representations of
IRSPOA and AIACEGEO. Again I made discussions with some senior officials. They categorically
stated that unless it is approved by the competent authority , no provision in
RRs can be included about promotion to STS, in crease of promote quota, continuance
of Temporary posts, further promotions to Temporary AC, weightatge
in seniority, batch wise upgradation to maintain base cadres parity etc.
(B)In this connection my earlier
message may be referred to, which is produced again here in after:

Officials of DOPT, who were instrumental on examination of
the last CR proposal of CBEC, are having the opinion that the
temporary AC posts have been created to fill up by promotees only. Hence Gr-A
RRs are to be based on the approval of CR by Cabinet (as it was approved by the
cabinet that the temporary posts are for 5 years and no temporary AC will
get further promotion and these are to be filled up by way of promotions only),
the RRs are to be based on such provision. It is not open either to CBEC
or to DOPT to deviate such provisions approved by Cabinet. However, they are
having the opinion that the incumbent of such temporary AC would
not be reverted after 2018 till he gets further promotion or retires from
service and like the regular posts there can be a provision that continuance of
such temporary posts should be based on a further study considering the work
load and level stagnation in feeder cadres etc. They are
having the opinion also that the representation against the draft RRs
should be based on such two points. They cautioned that if
temporary posts will be merged with regular posts and there should be a
provision to allow further promotions to temporary ACs , then 50% of such posts
are to be allotted to direct recruitees. As regards increase of
promotee quota, promotion to STS, allowing weightatge, post based roaster,
and to maintain parity starting from sub-feeder grades etc.,
cabinet approval is required basing on a recommending proposal of parent
department routed through DOE, DOPT , Cabinet sub-committee headed by Cabinet
Secretary, FM, Minister of DOPT etc. Whether it would be appropriate for
submitting a representation against draft RRs for increase of
promotee quota to 90%, promotion to STS, allowing weightatge, post based
roaster, and to maintain parity starting from sub-feeder grades (base
cadre parity ) etc ? A question may arise as to how to solve such burning
issues? To solve these issues a recommending proposal is required to
be prepared by CBEC to submit it to next forum . First initiation is required
to be made by CBEC. How CBEC will start such initiation? In this
connection a systematic representation is to be submitted by all
Associations. Representations through MPs are also required to be
submitted and thereafter, all Associations should meet Ministers / Board
officials to put pressure on CBEC to call for a Board meeting and to take a
final decision on such issues. Then only progress can be made on such burning
issues. Submission of mere representation on such issues against draft
RRs may not yield any result.(to un quote)
3. I have categorically
stated also earlier that in the present situation batch wise up gradation to
maintain base cadres parity is the only appropriate demand. If this will be
accepted not only base cadres parity but also regional disparity can be
removed. What is the meaning of such batch wise up gradation? The demand is
very simple. If a particular batch Examiners are promoted to AC, all the
Inspectors and POs of such batch are to be up graded to maintain base cadres
parity in promotion. Therefore to dilute such demand no other points are
required to be included in the representation. This valid point has been
accepted by AIACEGEO also.
4. It was very un fortunate
that neither myself nor the President of IRSPOA could attend the Joint Meeting
held at Chennai. Had we attended such meeting the result would have been
totally different. Considering the situation I prepared a revised draft which
has been accepted by AIACEGEO.
5. Therefore once again I
request you please come to Puri on 18.04.15 to put signature on the joint
memorandum(as circulated by me) and have a full fledged discussions as to how
to proceed further. Ravi is willing to come Puri on such date. It is the
appropriate time to submit the copies of such representation to Secretary (R)
and DOPT. DOPT officials are somehow willing to revert back the draft RRs, if
an appropriate representation/ objection is being received by them in time.
