The corridors of central excise and customs department are abuzz these days with the murmurs of protest against CBEC indifference towards the growing stagnation in the ranks of Inspector/ Superintendent of central excise and not conducting DPCs by CBEC in time as per DOPT guidelines to grant promotions to the grade of Asst. Commissioner. The favourite pastime of these officers — Inspectors and Superintendents all of who constitute 50% of the staff strength of CBEC — is discussing if they will ever make it to the position of Additional Commissioner(equivalent to the post of director of CSS) or even Joint Commissioner(equivalent to the post of deputy secretary in CSS) (these two positions are normally accessible to Inspectors of Income Tax and Asst. of CSS, The posts of Inspector of Income Tax and Asst. of CSS are equivalent to the post of Inspector of Central Excise).
Laxaman Ram (name changed) has been an Asst. Commissioner for 6 months , he joined as Inspector during 1977, promoted to the grade of Superintendent during 1995 and promoted to the post of Asst. Commissioner during October, 2014 and with few months of service left before he retires. But in many cases officers joined as direct recruit Inspector retired in the grade of Superintendent without getting any further promotion to Gr-A.
