IRS (INDIRECT TAXES) OFFICERS’ ASSOCIATION

CIRCULAR-1/2015                Dated 31.07.15.

Attention of all  Promotee  IRS officers in CBEC is invited to the Notification dt. 28.07.15 ( already posted in Cengo India. Blogspot.in , Cengao India.blogspot.in  & Irs indirect.blogspot.in& a copy is also attached herewith) , declaring different constituent Units of the Association, issued as a consequence of the decision taken in the meeting held on 26.7.2015 at Kolkata to form a separate independent service Association of the promotee Group-A IRS officers in CBEC in the name & Style of ‘Indian Revenue Service (Indirect Taxes) Officers’ Association’. Attention is further invited to the following decisions:

  1. A local Committee shall be formed in each and every unit in a democratic manner within one month of the issuance of this Circular.
    • Representatives of each and every Unit are requested to convene a meeting with the officers belonging to the Unit and constitute a Unit Committee for the respective Units in a democratic manner through election/selection.
    • For the purpose of this meeting, presence of at least 60% of the total no of  Group-A promotee IRS officers (working  strength) belonging to the Unit shall constitute a Quorum.
    • The Unit Committee should preferably consist of at least 1(one) representation from each Commissionerate situated within the jurisdiction of the Unit and maximum of 1(one) representation for 10(Ten) officers and an additional 1(one) for fraction thereof.
    • The President and General Secretary should be selected amongst the all elected/selected representatives of the Unit level Committee or in a General body meeting by general members on direct election method considering the suitability.
    • The Units which already have a democratically elected/selected Committee following the above criterion may hold the meeting again for obtaining signature sheet/sheets from the members exceeding more than  60% of working strength and to collect initial subscription from members but  not for to conduct election. At the initial stage a subscription of Rs. 200.00 ( Rupees two hundred) only should be collected in cash  from each and every member and after collection the entire subscriptions should be deposited in all India body as affiliation fees. Units can collect more subscriptions from members considering the suitability  but only Rs.200.00( Rupees two hindered)only per member should be paid to All India Body.
  2. The minute of the said meeting, the details of the Committee formed and a list containing the signatures of all Officers who attended the meeting shall be sent with a forwarding letter addressed to the Secretary General immediately along with affiliation fees @ Rs.200.00 per member who attended the unit level general body meeting for affiliation of the meeting by AIB. Thereafter  a request will be made by SG to the Board for provisional recognition and making intimation to the Board for collection of yearly subscription through check off system in pay rolls, as required for recognition in terms of Central Civil Services (Recognition of Service Associations) Rules, 1993.
  3. The units where the Unit Committees shall be formed democratically in the above manner( and those will pay the required affiliation fees)  shall be declared as affiliated Units of the All India Body of the Association only after having received the information mentioned above along with necessary affiliation fees.
  4. Only the office bearers/ representatives of the Affiliated Units shall be eligible to attend the General Body meeting of the Association to be held soon.
  5. It has been decided to collect a yearly subscription of Rs 1200/- (@Rs 100/-per month) from each member Group-A promote IRS  officer till further change. (First year Rs.200.00 in cash and remaining Rs. 1000.00 from pay rolls through check up system will be collected and thereafter the entire amount of Rs1200.00 shall be collected from pay rolls through check up systems. )
·         However  for any reason if Board cannot  introduce   the check off system, the subscription shall be collected on a monthly basis at the specified rate on personal collection basis.
·         A ‘Letter of Authorisation’ (in the following format) shall be collected from each member Group-A promote IRS officer as a measure of introducing the check off system.

·         As soon as the endorsement for check off system is obtained from the appropriate authority (to be communicated by the All India Body to the Unit Committees in due course), the Letter of Authorisation, duly certified by the Unit General Secretary, shall be submitted to the respective DDOs of the Zones pertaining to the Unit Committees for commencement of the check off system.
6.    To meet the expenditure of the all India Body, first Rs 200.00 per member shall be sent to AIB in the form of affiliation fees and thereafter  50% of the subscription, collected from the members of  local Unit , shall be forwarded to the All India Body on monthly basis( whether collected in cash or through pay rolls on  check off system etc.) in the manner as intimated by the All India Body, however after the introduction of the yearly subscription through check off system, the subscription meant for the All India Body shall be sent on yearly one time basis.
