MEETING WITH CHAIRMAN & FORMATION OF LOCAL LEVEL JAC ETC.

Namaste.
(A) A meeting of the JAC was held with the Board under the Chair of Chairman of CBEC accompanied by Member (P&V), Member Excise (also DG, HRD), JS (Admn) and Directors/DSs etc. on 23.07.15. The agenda as attached herewith was discussed. Seemingly, the meeting was very good. Let us see what comes in the minutes and what would be the final outcome.
            The pointwise submissions made during the meeting are briefed as below-
1. An implementation cell having Staff Associations/JAC as party to be formed to implement the CPC report. Report to be implemented after considering the submissions/views of the staffside.
2. Immediate DPCs to be conducted for all vacant posts. The DPCs for the posts like AC and CAO to be conducted immediately as officers are retiring without promotion. DPC for the post of AC for the year 2014-15 to be conducted immediately as ACR dossiers etc. are already with HRD. DPC to be done immediately for serving officers, if there is any problem to collect the information in r/o retired officers as already 217 officers retired upto July, 15 and 117 facing vigilance cases in the list. Thus, all vacancies are not likely to be filled even after exhausting whole panel and remaining vacancies be forwarded to next year (2015-16). Central vigilance clearance and maintenance of ACR dossiers etc. at CCA level like in past instead of at Commissionerate level as it delays the things having so many Comissionerates under a CCA. Chairman was requested to use personal influence with the field formation to collect the information, if any pending. They were unable to say anything to assure about the date of DPC but said that they would do it at the earliest. 
3. To grant ad hoc promotions to the officers by operating the posts being vacant at higher levels (for the want of eligible officers) by downgrading to JTS level under GFR 254 till eligible officers are available.
4. Units only upto the turnover of Rs. 10 lacs to be given to the states under GST otherwise we shall have no work and our career prospects will become more bleak. Chairman assured that assessee base is going to be increased multi-times in the GST, we don’t need to worry.
5. Chairman was requested to use personal influence to get the pending RRs finalized from DOPT. No DPC to be delayed for the want of amended RRs as there are already DOPT provisions not to delay any DPC waiting for amended RRs. Moreover, promotions are to be made on ad hoc basis.
6. Minimum five functional promotions to be granted to the employees after entry into the job. If functional promotions not possible due to some unavoidable technicalities, organization specific flexible/dynamic promotion scheme to be adopted to grant at least five in-situ promotions or even non-functional upgradations.
7. MACP anomalies regarding para 8.1 and offsetting of time scale against MACP upgradation to be removed particularly keeping in view the legal verdicts to grant MACP upgradations in promotional hierarchy and also stepping up the pay of seniors, if getting less pay than juniors under ACPS/MACPS. To implement the court verdicts in general instead of in-person as all of equally placed officers are not required to go to court, if one/some of them got relief.
8. Time bound schedule to be followed in vigilance matters. If prolonged, the observation period after the finalization of the case to be shortened accordingly.
9. Immediate steps to provide infrastructure and prescribed office space to be taken for staffside and promotee group A officers as the staffside is being ignored in the matter since 2002 by getting their rooms vacated for group A officers. Prescribed office space and infrastructure to be provided to them immediately.
10. Employee Grievance Redressal Mechanism to be followed at central as well as field formation levels at regular intervals (two months extendable by one month) for all categories of officers.
11. 1% incremental Incentive to be granted to all categories of officers instead of only group A like in CBDT.
12. Comprehensive Health Insurance Scheme already initiated by the HRD to be implemented immediately.
            The authorities were requested to use their personal influence in each and every matter within the department as well as with other nodal departments to redress the issues.
            (B) All of the concerned units are also requested to get the work of vigilance clearance and sending ACR dossiers etc. expedited for the DPC for the post of AC for the year 2014-15 immediately.
            (C) The report about the elections of promotee group A IRS officers Association in the concerned zone is still awaited from the units.
(D) Units are once again requested to clear the pending dues and donate maximum funds to the Association to enable it particularly to pay the hefty fees of the advocates in the legal matters.
(E) Units are once again requested to come forward to convene the AEC meeting.
(F) Our Units are also requested to take initiative with the units of other staff Associations/Federations to form Joint Action Committees (JACs) at zonal/unit levels.
