It issubmitted with due regards that one of our officers underwent the ABO incompatible kidney transplant surgery recently in Medanta Hospital, Gurgaon(a CGHS empanelled hospital). His case was referred by the CGHS and permitted by his HOD of Lucknow Customs.
2. The package rates for ABO incompatible kidney transplant are prescribed videF.No S-11045/36/2014-CGHS(HEC)dt. 10.09.14 issued by Directorate General of CGHS asRs. 5,63,500/- for the surgery and transplant in recipient cases.  OM No. S-11011/30/2009/CGHS/Desk-II/Hospital Cell dt. 20.01.11 issued by the Ministry of Health & Family Welfare also mentions that the package rate given in the above order are for beneficiaries entitled to semi private ward.The charges are to be reduced by 10%in case of general ward patients and increased by 15%in case of beneficiaries entitled for private ward.

After the treatment, the patient was kept in ICCU (Intensive Critical Care Unit) for 5 days and in single bedded isolation room for another 5 days which is a basic requirement for all kidney transplant patients to avoid any type of post-surgery infection as an integral part of the treatment.The patients have to be kept in complete isolation in such cases which is not possible in semi-private ward.  The hospital increased the package charges by 15% which was about 84,000/- and the beneficiary was ill-prepared for such an exigency as the hospital gave an incorrect estimate for the treatment/surgery.

In case of such type of serious diseases where keeping of the patient in isolation ward is absolute need, the package rates are required to be all inclusive for every group of officers and a circular to this effect needs to be issued.The CGHS package rates for such type of diseases are also needed to be negotiated with the CGHS empanelled hospitals and Ministry of Health & Family Welfare.
5. The Circular No. 2009/H-1/11/22 dt. 28.06.10 of Ministry of Railway (Railway Board) prescribes that the employee is entitled to ICCU and single bedded private rooms for specific number of days as per the requirement in the surgeryin Kidney/Liver transplant cases.
6. In view of above, it is requested to take/issue necessary steps/orders enabling the employees (including group B and C) to get the reimbursement of the total amount in such cases without forcing them to pay from their pocket.
