Sir,
Kindly
refer to the Ref. No. 218/R/14 Dt. 26.11.14 of the Association.
2. It is again submitted with due
regards that the recognition of the Association was renewed vide letter F. No.
12017/10/2012-Ad.IVA Dt. 25.02.13 of the CBEC further for 5 years w.e.f.
21.01.10 instead of 25.02.13.
3. It is reiterated that there exists no
other Association representing Central Excise Superintendents in the CBEC
except this one. This Association has been complying all the conditions and
Govt. instructions set out in the CCS (RSA) Rules, 1993 and will keep to comply
the same regularly. It is also worth to submit that the recognition of the
Association has never been withdrawn due to any lapse in complying the
conditions or due to any other reason.
4. In view of the above, it is requested
that the recognition of the Association may kindly be renewed-
i) for 5 years w.e.f. 25.02.13 instead
of 21.01.10 or
ii) for 10 years or maximum possible
period w.e.f. the date of the letter to be issued for renewal.

Sub: Transfer posting in the grade of
Asstt. Commissioner.
Sir,
Kindly
refer to the recent transfer orders of the promoteeAsstt. Commissioners issued
vide Office Order No. 130/2015 Dt. 04.09.15 of CBEC, in which the officers have
been displaced from their existing zones/stations on promotion.

It is submitted with due regards that the promoteeAsstt. Commissioners were
being kept at the existing stations as per the established practice barring
those who were willing to get their station changed or cases where the
vacancies were not existing at the existing station. In case of non-existence
of vacancies at the existing/requested station, the youngest officers were
being transferred to the nearest station/zone with the implied provision to
call them back to the parent station/zone at the earliest possible opportunity
on existence of vacancies. This became the implied part of the transfer policy
for promoteeAsstt. Commissioners as per the established practice.

Now, the existing stations/zones of the promoteeAsstt. Commissioners have been
changed after promotion from the post of Superintendent. They have got their
IInd promotion to temporary JTS post at the fag end after being suffered with
the gross injustice for decades regarding career prospects. It is again the
gross injustice to them to transfer to outstations in their old age as nobody
will be able to shift the all-settled family to new station. Nobody will also
be able to have double establishments, one at old station and another at new
station putting them under unwarranted & unbearable financial burden.

Moreover, there seems no administrative inconvenience in placing them at their
existing stations. The displacement from
their existing station will also place the Govt. under undue financial burden
to give them transfer grant, transfer allowance etc. in the present time of
controlling the Govt. expenditure.
5.
In view of the above, it is very much requested not to displace the promotee
IRS officers from their existing station barring the willing ones for the sake
of justice.
