The
meeting started with welcoming of the delegates by comrade Anupam Neeraj.
Com Kousik Roy, Secretary AICEGEOA WB, briefed the house about the
issues relating to the 7th CPC requires attention of the leadership.
He hoped that this meeting would come out with concretesuggestion of
representation and protest program. He wished that this opportunity of
discussion together will be properly utilized. He requested delegates to
introduce themselves.He also introduced the Minutes Committee consistingof Sri
ALok Karak & Sri Samiran goswami
before the house.
Com Anupam Neeraj, President, AICEIA,
proposed the name of Com Saugata Chakraborty,All India Customs Ministerial
Employee Federation, to preside over the meeting that was seconded by Com Kousik
roy and Com Samir Kumar Acharjee.
In his introductory address the chair asked the house to prepare and
concentrate on a concrete agenda keeping in mind the reducing sphere of job. He
asked Com Anupam Neeraj to brief the house about the agenda of the meeting.
Com Anupam Neeraj pointed out the attitude of the Govt. of the day at
Centre towards its own staff. He elaborated his view by way of example of not
releasing the allowances proposed by 7th CPC, while the pay
structure has already been implemented. This is mere an attempt by Govt. to
accommodate the amount of total expenditure in account of 7th CPC
within the amount allocated in the budget for the purpose. This is a lay level
manipulation of ideal employer.
He emphasized that the house
should take suitable measures to establish for horizontal and vertical parities
disturbed by 7th CPC.He also added that officers serving in Central
Excise Part will be badly affected if the parity is not restored as there are
chances of transferability of officers from Centre to States in GST regime.He
urged the house to take a chalk out a clear cut program extended upto Jan’17
and use all means to convince the Govt.

Rupak Sarkar, Joint Convenor of the COC, Revenue briefed the house that no solution
has been done after meeting held on 28/03/16.He pointed out the need to revise
State Level Organization of COC before going into any program.He pointed out
that no recommendation from the revenue department has reached implementation
cell till date due to indifferent attitude of the Nodal Officer in part of
Revenue Department. He urged the house that the resolution of the last meeting
should be finalized with relevant modifications and a memorandum should be
submitted to the department and the Board.

Malik, Joint Convener of the COC,Revenue submitted before the house that the
issue related to Cadres having more than Rs 4200/- GP will not be covered under
anomaly committee. He emphasized that the house should resolve for such
programs which we can follow. The call of Indefinite Strike is the last and
ultimate call. He proposed that Mass casual leave is an alternative to strike
and the CL applications should be submitted to higher authority for
pressurizing to fulfill our demands. We have to go to every office to motivate
the cadres to do everything as united.
Com Sayantan Bannerjee representing ITGOA stated
that the steps should be taken consciously and not under the heat of the moment.
He further said we have been given nothing by the govt. and in such a situation
what is needed to be done should be deliberated upon. We have to start from grass
rootlevel; Mass signature campaign should be arranged so that the cadre should
be aware of the programs. We have to pressurize the Govt. because we have large
no of cadre strength, being in revenue department the Govt. also depends on us
for finance and economy. He also assured the house that on GST issue they will
extend all support to the CBEC formations.

pramanik of AICESTOMA put before the house that the memorandum, which has been
submitted earlier, need to be modified. He asked the house to discuss the ways
to pursue our demands. He proposed for continue dialogue with a trust on Govt.
before going into any aggressive action. He submitted before the house that the
Govt. needs our support at this crucial time. He affirmed the proposal of mass
signature campaign and then mass casual leave. He requested the house for
suitable modification in the charter of demand. He urged the house that instead
of chalking out long range of programs the house should go for brief programs
which can be suitably reviewed after sometime.

Ashish Chakraborty of AICGCOA , expressed his concerns before the house that
the office side has not given any response to the earlier memorandum submitted
by COC.He agreed to the view that the general members should be convinced first
before taking any action further but the leadership should chalk out the
proposed programs here and then the work of convincing general members will be
meaningful. He requested all federations to mobilize their cadres for a set of
programs before Jan’17.He expressed the need of mass campaign at major metros
and in Delhi before Budget.

Anupam Neeraj,Joint Convener of the COC,Revenuepointed out the concerns of
general members about the seriousness of COC.He put a question to the house as
to how long we shall pursue our demands by writing memorandums only. He suggested
on behalf of his organization that the house should decide in this meeting
itself for 3-4 follow up actions which should spread over next four months and
the same can always be reviewed if there is some positive gestures.If wereally want
to pressurize Govt., only token programs will not entail any results and some
stern actions must get place in the program. He opined that on this particular
issue entire cadre is affected and the doubt of the leadership about convincing
general members is not proper. He emphasized that rather than concentrating on
our weakness we have to depend more on our strength. He asked the house to
decide for united campaign programs across the country and creation of social
media platform for better coordination.

Mishra, Secretary General, AICPSF affirmed the view that the required
modifications in the earlier memorandum may be done. He directly took on the
subject on pursuing the demands. He counted from his past experiences that
peaceful measures never worked and urged the house that we have to bank on
agitational programs if we want to really pursue the issues. Healso emphasized
the need of taking concrete decision on future programsin this meeting only. He
advised that the COC must seek appointment from the Revenue secretary to
appraise him about our demands.

Saugata Chakraborty, Secretary General, All India Customs Ministerial Employee
Federation placed before the house that the Budget Day and the Last Day of the
financial year being the crucial days, these days are very important for
observing any program. He suggested to chalkout program upto 31.03.2017
exhausting all options.

Asim Pramanik stressed the need of parity in structure and pay of ministerial
cadre of CBEC & CBDT. He opined that this is the ripe time for agitational
program. He also proposed that the CoC should meet atleast once in three
months.

Malik, suggested that the use of words should be tactical and instead of Lunch
Hour Demonstration it can be Lunch Hour Peaceful Sitting, which has no mention
in CCS conduct Rules. He expressed that to settle the demands of parity, we
must ask for standard uniform promotional hierarchy across the department. He
also opined that minimum five upgradations (functional/ non-functional) should
be pressed on.

Chandramouly, President, AICEGEOA, stressed on taking strong and visible
program. He also clarified before the house that for conduct rules the act we
do is relevant not the name which we propose. He also elaborated that even the
call of strike has got different judicial pronouncements depending on the case.

Mishra suggested that the date of mass casual leave should be such that the
Government will feel the absence of the employee most.

Barun Roy of Customs Ministerial Officers’ Federation submitted that uniform
decision should be taken for mass casual leave, he affirmed the cadre specific
views expressed by Sri Asim Pramanik.
Based on
the above discussion Sri Rupak Sarkar, Joint Convener, placed before the house
the proposal of schedule as below :-
1. Every
office should be reached in the month of October 2016 for campaigning and to revive State CoCs.
2. Lunch
Hour Demonstration in every office on 09.11.2016.
3. Black
Badge wearing on 7th December 2016.
4. Dharna program in front of CCA office/C R Buildings on 5thJanuary
2017.
5. Mass
Casual Leave on the Budget Day.
He also
proposed that for proper attention one press conference can be done in Delhi
after the observance of the program of 9th November. He also urged
that for proper adherence to the schedule the memorandum must be submitted
within 06.10.2016 clearly mentioning the schedules of agitation.

Anupam Neeraj requested the house that the memorandum should highlight the fact
that in pay matters the officers of Revenue Department have always been demoralised
and Government has always disturbed the parity by putting Revenue officers at
lower scales. Even the 7th CPC has disturbed the parity of
Inspectors on wrong premises and parity of Superintendent/ ITO with Postal
Superintendent.

Pramanik briefed the house about the resentment in the ministerial cadre over
the Recruitment Rules of Executive Assistants.
In view of the discussions held,
the house took following resolutions :-
1. State
wings of CoC should be formed within 31.10.2016.
2. A
campaign Committee should be formed by the three joint Conveners.
3. A notice
addressed to the Finance Minister, copy to all concerned authority be submitted
by CoC by 06.10.2016.
4. By 21.10.2016 all the Associations/ Federations will serve the
notice to the concerned authorities on the same lines as those in the notice by
the COC. The format of the notice by the constituent associations to be decided
by the COC for the sake of uniformity (not required).
5. On 9th
November 2016 in all offices Lunch Hour Demonstration will be held and
memorandum including programme of agitation will be served to all CCAs.
6. On 7th
December 2016 Black Badge wearing in all offices will be observed.
7. On 5th January 2017 day long dharna program in front
of at CCAs office/ C R Buildings. (places decided by the local body will
be held and after that uniform resolution of solidarity with the program will
be submitted to the authority.Format of resolution to be provided by the
central COC) not required.
8. All members of CoC will observe Mass Casual Leave on Budget Day.
9. The
charter of demands will be modified in consultation with the Ministerial
Associations.
10. One CoC
meeting will be convened in the month of December 2016 after 7th
December 2016 to review the situation.
The House Finalised followingCharter
of Demands :-
A. Settle
the pay anomalies between the cadres of Revenue Department with ( replace with by and) the cadres of IB/CBI/Other
Departments.
B. Minimum
five upgradations in uniform Promotional
Hierarchy for all the cadres across all department/ministries
in govt. of india.
C. Relaxation of RRs in various cadres for filling up of vacant
promotional posts.
D. Hold immediate DPCs to fill up the vacant posts in various cadres.
E. An
identical pay structure & promotional hierarchy of the administrative wing
in CBDT & CBEC which should also be at par with Hdqrs. Organization i.e.
Secretariat Office as mentioned in 7th CPC recommendations.
F. To
finalize/ modify the Recruitment Rules as per suggestions of Recognized
Federations/Associations immediately.
G. Restoration
of sanctioned strength of drivers prior to cadre restructuring and more
purchase of Govt. Vehicles/merger of staff car drivers
with main stream cadres for shortage of staff cars.
