Option for purchase of weapon issued on loan basis.
Sir,
Your kind attention is also invited
with due regards to the meeting of the Association held on 15.03.12 with the
administration under the employee grievance redressal mechanism and various
representations including Ref. No. 79/W/15 Dt. 24.06.15 and Ref. No. 142/W/15
Dt. 16.11.15 submitted by the Association on the issue. The subject-mentioned
point was duly agreed in the meeting but no action has been taken till date.
2. It is further submitted that the
scheme to sell the weapons to the departmental officers by the CBEC was started
initially without any condition of returning the same on retirement. Later on,
it was changed to ‘loan basis’ with the condition of return of weapon to the
CBEC on retirement while the politicians are privileged to purchase the same on
nominal price. Our officers are being asked to return the same on retirement
whereas the politicians are privileged to purchase even another one/s after
every 3 years. Presently, many of the departmental officers are in possession
of fire arm on loan basis issued by the department out of seized &
confiscated weapons with the condition to surrender the same on retirement. It
is reiterated that the departmental officers, however, were authorized to
purchase these weapons at the nominal price at the start of the scheme without
any condition of return.
3. It is further submitted that-
i) Many of the officers are already
on the verge of retirement who were issued the weapon for self defence.
ii) Earlier the department used to
sell these fire arms to the departmental officers as well as the some other
categories of the citizens.
iii) The scheme of selling the weapons to the departmental officers has been
withdrawn while others are still entitled to purchase the same from the
department. Not only it, others can purchase another
weapon/s on some specified frequency after purchase of earlier weapon/s.
iv) It appears to be gross injustice
to the departmental officers that they are deprived of the facility to purchase
the weapon from their own department despite of being instrumental to seize and
confiscate not only the weapons but also the gold, foreign currency and other
prohibited/restricted goods. They have always to face white collar criminals,
chronic economic offenders, hardcore smugglers, drug traffickers & other
criminals during the disposal of their duties. Despite of this all, the other
categories of citizens still have the facility to purchase these weapons while
ours not.
v) The threat perception to the life
of the departmental officers is increased multifold from the side of the
economic offenders and hardcore smugglers etc. after the retirement due to
vanishing of the departmental safety shield as compared during the service.
4. In view of the above, it is
requested that-
i) The necessary steps may kindly be
taken to reinstate the initial scheme of selling the weapons to the
departmental officers and
ii) The officers intending to hold
the loaned weapon with them after retirement for self defence may also kindly
be allowed to do so after charging the price of the weapon from them at par
with the officers who were allowed to purchase the same on permanent basis in
the past.

Sub: Upgradation of posts
& scales like state governments under GST.
Sir,
It is submitted with due regards
that the state governments have not only upgraded the various posts under GST
but also granted higher pay scales to benefit and motivate their employees for
perfect and efficient implementation of GST.
2. The copies of the relevant
documents in r/o the states of Andhra Pradesh, Rajasthan and Chhattisgarh etc. have
already been provided to the CBEC authorities for ready reference. No need to
say that the states are taking every step to motivate their employees in r/o
career prospects and pay matters for the perfect implementation of GST whereas
the same is very terribly missing in our CBEC. All kudos to the state
governments for the steps taken to motivate the employees and generate feeling
of healthy competition among them in r/o GST.
3. It is really unfortunate, de-motivating and
demoralizing that no such steps have ever been taken by CBEC despite of the
actual work force of Superintendents and Inspectors being totally disappointed,
de-motivated, demoralised and job-dissatisfied for decades in r/o the career
prospects and pay matters as compared to their counterparts. No need to say
that these poor officers are far behind their counterparts of state governments
as well as central government in the above matters. Such matters, having an
endless list, are being regularly communicated to the CBEC but without any
remedy.
4. The post of CTO (equivalent to
Superintendent or even lower) has not only been placed under a pay scale with
Pay Band of Rs. 15,600-39,100/- (PB3) and with Grade Pay of Rs. 5400/-
equivalent to Level-10 of Central Government but it has also been upgraded to
the post of Asstt. Commissioner in states under GST. Inspector or even lower
level post has also been upgraded to CTO by the state governments. Thus, Asstt.
CTO has been upgraded to CTO, CTO to Asstt. Commissioner, Asstt. Commissioner
to Deputy Commissioner, Deputy Commissioner to Joint Commissioner and so on in
the state governments under GST regime. Accordingly, CTO has been placed in a
pay scale and status of group ‘A, entry level by the states.
5. In view of the above, it is
requested that the same steps (if not better than the GST counterparts in state
governments) may also kindly be taken to upgrade the posts in CBEC from the
lowest to the highest level to motivate and create the feeling of job-satisfaction
among the employees of CBEC for perfect implementation of GST.
