Sub: Additional grant for TTA, TA, medical reimbursement etc. for disbursal of long pending bills.

With due regards, it is to submit that TTA, TA, medical reimbursement etc. bills are pending since long in the field formations for the want of due funds. For a single example, the case of Kandla & Mudra ports is placed under the forthcoming para.
2. As per existing rotation policy, officers (Group ‘B’ Gazetted and Non-Gazetted) are being posted to Kandla and Mundra from all over Gujarat. Although the TTA bills of many officers have been sanctioned by concerned authority yet reimbursement/payment of the same is pending since 2015 due to non-availability of sufficient funds under the relevant head. It is plight for the officers that TTA is not reimbursed to them even after completion of Kandla-Mundra tenure and transfer to parent Commissionerate. Only Rs. 8 lakh have been granted in TTA head at the end of Feburary-2018 as supplementary grant against the pending bills to the tune of Rs. 60 lakh ( lumpsum).
3. Above is the example of only one place relating only to one head, i.e., TTA. No need to submit that the situation is same everywhere throughout India for every head and huge number of bills are pending.
4. In view of the above, it is requested to kindly grant sufficient funds to the field formations including Kandla-Mudra under the relevant heads to clear the pendency of bills and also to avoid such situation permanently.
