No victory, no defeat; only a solace for retiring officers

Namaste.
            1. As now after the interim verdict given by the Hon'ble Supreme Court, the DPC for the post of Asstt. Commissioner for ad-hoc promotions is on the cards. Many of us are seeing the verdict given by the Apex Court as Victory of one group and Defeat of another. But actually, it's merely a solace to the officers retiring month by month without promotion despite of a good number of promotional vacancies being in hand.
            2. It's really unfortunate that we had to make huge expenses in terms of money for the DPC to happen without challenging the cause of the petitioners. Going to the Supreme Court mandatorily with the Senior Advocate is really a very expensive affair. We had to incur Rs. 16 lac from one side to have services of a Senior Advocate. Due to paucity of funds, we couldn't hire the Senior Advocate for last two hearings. But fortunately, he played his required role alongwith the ASG in first three hearings placing the things well resulting finally in solace for our retiring officers.
            3. However, we don't know how many funds were incurred by Sh. Manimohan & associates not to happen the DPC but it's sure that they made expenses even more than us hiring three Senior Advocates. No need to say that it was a great loss to the money of our cadre. This result could be happened without making so huge expenses, if Sh. Manimohan & associates were not having adamant attitude like a obstinate child. 
            4. It is really painful to see our officers retiring without promotion despite of the promotional posts being in hand. On last occasion also, we had to go to the court to get the stay vacated on the DPC without challenging the cause of the petitioners. At that time also, our former President, Sh. R. Chandramouli, was not in the favour of getting the stay vacated. He was, however, convinced for the same later by the House. But again at the time of signing the affidavit, he refused to sign it. He was tried to be convinced that it would be an expensive affair for the Secretary General to come to Chennai repeatedly for this case from Delhi. But unfortunately, he didn't agree to sign despite of the fact that the House had taken the decision to file the petition for getting the stay vacated. Finally when the Secretary General asked the advocate to provide some blank papers to be signed by the Secretary General in advance and be used later for the purpose of filing affidavit to save money in repeated commuting from Delhi for the case, the former President agreed to sign the affidavit. 
5. It is very unfortunate that our former President fought his tooth and nail accompanied with Sh. Manimohan & associates for the DPC not to happen wasting huge money of the cadre which could be used in other beneficial cases. Now, we are already in deficit of Rs. 8 lac+ in this case. All concerned are, therefore, requested to contribute generously to enable the Association to pay the loan of Rs. more than Eight lac.
