Kindly refer to your letter
F.No.C.50/01/2017-Ad.II Dt. 17.05.18 on the above subject regarding the promotion
of ad hoc Assistant Commissioners to the post of Deputy Commissioner on completion
of 4 years of service as
per the verdicts given in OA No. 998/2001 and 873/2007 by the Hon’ble CAT, Madras
ordering promotion of all ad hoc Asstt. Commissioners to the post of Deputy
Commissioner on completion of 4 years of service and duly accepted by the
department.
2. It is to submit with due regards
that the issue raised in the CPGRAM may not qualify to be a grievance as per
the view taken by the administration and the view taken by the administration
may further be an issue of debate. Even if it is purely an administrative
issue/demand as per the view taken by the administration, no need to submit
that it is to be resolved by the administration for the sake of granting
justice to the stake holders.
3. As far as the question of
approaching the department for the administrative redressal of the issue is
concerned, it has already been raised before the department at least twice vide Ref. No. 152/AIB/A/17 Dt. 13.11.17 and Ref. No. 51/AIB/P/18 Dt.
21.02.18 of the Association.
4. Accordingly, it is very much
requested to resolve the issue at an early date in a time bound manner. It is
also requested that the submissions made on the CPGRAM may also kindly be taken
in due consideration to resolve the issue.

A-26017/237/2017-Ad.IIA Dt. 02.05.18 of your goodself on the above subject.
2. It is to submit with due regards
that the correct position was not mentioned in the reply given vide letter Dt.
07.02.18. The correct position was communicated to the administration vide the
references made by your goodself in your above referred letter about the
communications made by the Association.
3. As far as the “more or less
settlement” of the issues is concerned, the term “more or less settled”
administratively gives no clear picture of the issues. Either the issues fall
under the category of “settled” or category of “unsettled” in the bureaucratic
system. No doubt that the term “more or less settled” may have some existence
in the political system but it has no meaning in the bureaucracy. By this term,
it is not clear whether the issues are “settled” or “unsettled”.
4. The Association is, however, is
very much thankful for the assurance given by your goodself for examination of
the issues in consultation with the nodal department/Departmental Anomaly Committee
and making sincere efforts for taking follow up action, wherever there is
scope. But it is requested that the issues may kindly be resolved in the time
bound manner instead of being kept in “lingered” position. No need to submit
that more than three weeks have already expired even after your assurance.
