Regional disparity issue has now, particularly after getting good number of posts at AC level (wether temporary or regular) in last structuring, really become a mater of heart burning but no rule supports that promotion to post of AC can b made based on Insprs seniority. Inspectors seniority can b used only for promotion to post of Supdt. Such things can't b tackled based on mere emotions. And v hv not to forget that this always keeps fluctuating based on mny factors including functional requirmnt in the particular region/s. For example, maximum posts of supdts were created in Mumbai, Delhi etc. Zones in last cadre restructuring based on functional requirmnt and least for Kolkata & shillong. Posts of AC or above r nvr created zonewise. V also hv to keep in mind that our oficers from shillong & jaipur zones reached level of Addl. Comr on account of getting early promotion from post of Inspr to Supdt in past but now r behind of others due to fluctuating factors. Hwvr isue of ALL india seniority list of Insprs and promotion to post of supdt relate to Insprs Asn & a stage came in past for its agreement with board but was not accepted by Insprs Asn due to all India posting & transfersbility. AIACEGEO filed a case seeking parity in promotions with intraorganisational inter- cadre counterparts in which govt hs bn directed to frame RRs within 4 months which is still awtd evn after expiry of sufficiently more than 4 months. If such RRs r framed, regional disparities will automatically b removed. Hwvr, v don't know wether such RRs wud b framed easily or v'l hv to approach court again. And regional disparity isu hs nothing to do with Parmar or any other legal verdict. Instant measures like revival of in-situ promotion scheme or some organisation specific scheme like FCS (Bing followed in DST) or DACP (Bing followed in Health deptt) & NFU (Grant of financial parity) hv bn suggested to board to resolve this isu on instant basis, finalization of which will depend on our all United concrete efforts. Concrete suggestions on this isu r also invited on ravimalik_sweet@yahoo.com to get the isu resolved. Hwvr, it doesn't seem possible until single CCA is not formed by merging various CCAs for which mater is alredy being taken up. Regrds
