Sir,
            With due regards, your kind attention is invited to the Office Orders numbered 107/2018 and 108/2018 both Dt. 03.07.18 of CBIC.
            2. It is to submit that many irregularities as below have been communicated to the Association in r/o the above orders by the members:
            (i) The transfer policy has not been followed and there exist many deviations from the policy in the orders.
(ii) The officers are very much demoralised due to the deviations and non-consideration of their requests which will affect their professional abilities, further hampering the performance.
(iii) Whereas many recently promoted Asstt. Commissioners with more than 3 years of service have been allowed to continue at the existing station/zone (which is really a very good thing) but many of the officers retiring within 3 years have not been brought to their requested stations. The policy says that officers who have 3 or less years of service left shall be posted to the station/region of their choice.
(iv) Genuine compassionate grounds including medical ones of self as well as family members have not been given due consideration.
            (v) The policy being followed in 2017 & 2018 is totally different from the policy followed in 2014 without any justified reason.
            (vi) The postings in Directorates have been made based on recommendations instead of following the policy.
            (vii) The policy says about the change of station whereas the zones have been changed.
            3. In view of the above, it is requested to kindly review the transfer orders particularly giving due consideration to the representations/willingness of the officers. It is also worth to submit that such deviations/not following the policy give rise to the unwarranted litigations.
