Acceptance of redesignation of 4 years Superintendent as Senior Superintendent is damaging to the cadre

As Sh Manimohan & associates have accepted the proposal of the CBIC as well as IRS Association to redesignate our Superintendent with four years of service (getting a Level-9 pay scale on account of the grant of the non-functional time scale) as Senior Superintendent, it is requested to them not to accept the said proposal of Board/IRS Association as we are already pursuing the upgradation of all Superintendents as Asstt. Commissioner in a pay scale of Level-10 on the lines of State GST. No need to say that the acceptance of the said proposal would be degradation of our own officers and would also dilute the demand of upgradation of the post of Superintendent on the lines of SGST. It is only being done by the Board to say that the IInd promotion has been granted to the officers in their career after joining as Inspector. Friends, the time scale can no way be termed as the promotion. This is merely a pay scale attached to the post of Superintendent after completion of four years of service. The said redesignation is only an illusion shown to our officers by our own authorities and we have not to be prey of this trick. No need to say that we are also already fighting a legal case seeking initial scale of Level-10 for our Superintendents at par with the counterparts of CBI. Now, after the counterparts of Superintendents in State GST being placed in the initial pay scale of level-10, our claim for the pay scale of Level-10 for our Superintendents have become stronger. Actually, our Superintendents should be placed in the pay scale of Level-11 after completion of four years of service accordingly. Unfortunately, an attempt to place our Superintendents in a scale equivalent to Level-9 was also made once by the so-called promotee IRS Association advocating for this lower scale knowing very well that a scale equivalent to Level-10 was already being pursued for our Superintendents by the AIACEGEO administratively as well as in the legal court and the merger of Level-9 & 10 was also got recommended from the Board by our Association. Not only it, the AIACEGEO was also able to get the pay scale equivalent to Level-10 recommended for our Superintendents first time in the history from the CBIC alongwith many other good things including promotion of our Superintendent directly to STS post (Deputy Commissioner), NFU at par with the counterparts of CSS, Flexible Complementary Promotion Scheme, at least five functional promotions in the career, merger of Level-9 & 10, uniform promotional hierarchy across all ministries/departments. However, all of the issues may attain finality only with our all-united efforts without giving any room for "divide and rule".
