Sub: Employee Grievance Redressal Mechanism.
Sir,
            Kindly refer to your letter Dt. 14.09.18 addressed to the field formations showing your concern on CPGRAMs regarding the grievances of the aggrieved officers. The Association is very thankful for the concern shown by your goodself.
            2. With due regards, it is also brought to your kind notice that the responses from the side of the administration have become merely a formality without actual redressal of the grievances in r/o CPGRAMs. The grievances placed on CPGRAM are only being “disposed-off” by merely referring/transferring to some branch/section without final redressal. Example is also there saying that the “DOPT provisions don’t allow the employee to represent on CPGRAM”. Such type of reply has been given by the concerned authority despite of the grievance being placed by the employee on the CPGRAM after making due representations to the concerned authority and no response being received from the authority.
            3. As far as holding of the meetings under employee grievance redressal mechanism is concerned, such meetings are also not being held at the prescribed intervals either in field formations or at Board level itself. If such meetings are held at prescribed intervals and the grievances of the employees are redressed under the mechanism, the number of the CPGRAMs will automatically be decreased. No need to submit also that the retired officers are forced to place their grievances on the CPGRAM because many of their grievances were not redressed when they were serving.
            4. In view of the above, it is requested to kindly take the due measures to strengthen the employee grievance redressal mechanism not only by redressing the grievances placed on CPGRAM in actual terms instead of “merely disposing” but also having the meetings under the mechanism on prescribed intervals by minuting as well as implementing the decisions taken in such meetings in time bound manner.
