Sub: Review of ad hoc appointment/promotion.
Sir,
Your
kind attention is invited to the letter C.No. PAO/CGST/Kol-1/Gen Corres/2018-19
Dt. 01.02.19 (copy enclosed) of the Senior Accounts Officer in Kolkata Zone on
the above subject.
2. He has pointed out that
the officers are continuing on ad hoc appointment/promotion for more than a
year and drawing the pay and allowances without prior permission from DOPT.
Mentioning para 6 of DOPT OM No.28036/1/2012-Estt(D) Dt. 03.04.13, he said
that the total period for which the appointment/promotion may be made, on an
ad-hoc basis, by the respective Ministries/Departments, is limited to one year
only. These instructions further provide that in case of compulsions for
extending any adhoc appointment/promotion beyond one year, the approval of the
Department of Personnel and Training is to be sought at least two months in
advance before the expiry of the one year period. Also, if the approval of the
Department of Personnel & Training to the continuance of the ad-hoc arrangement
beyond one year is not received before the expiry of the one year period, the
ad-hoc appointment/promotion shall automatically cease on the expiry of the one
year term.

Accordingly, he has requested to review the tenure of ad hoc
appointment/promotion of all concerned officers/officials as per DOPT OM Dt.
03.04.13. He has also asked to rectify the irregularities (if any) under
intimation to him.
4. It
is also to submit with due regards that ad-hocism in promotions is continued
for very long in our CBIC upto the top levels. The issue also doesn’t relate
merely to Kolkata Zone but situation is the same throughout the country. The PAO
has questioned the payment of pay and allowances to ad-hoc officers beyond one
year. Same question may be raised by other PAOs throughout the country.
5. In view of the above, it is
requested to kindly take remedial steps in the matter at an early date.
