Sir,

As your goodsef is already aware, it is submitted with due regards that STS has not been granted to the promotee Asstt. Commissioners of 2014, 2015, 2016 and 2017 batches. However DR Asstt. Commissioners of upto 2017 batch have already been granted STS. In this way, senior promotee Asstt. Commissioners of 2014, 2015, 2016 and 2017 batches have become junior to their natural juniors of DR Asstt. Commissioner batches. This has created distress among our members and promote Asstt. Commissioners are forced to take VRS day by day.

2. It is worth to mention that our officers have been promoted to the post of Asstt. Commissioner against long term vacancies whether it is regular or temporary. Further, temporary posts are very well included in the IRS Rules and our officers have also been promoted to the post of Asstt. Commissioner based on IRS Rules.

3. It is further submitted that long term temporary posts are as good as regular posts. So, it is also pertinent to mention that the promotee Asstt. Commissioners of above mentioned batches are understood to be appointed against regular posts and they all along continued to perform all functions as being continued by a regular Assistant Commissioner without any functional difference. However, they have been so far denied their rightful STS promotion.

4. In view of the above, it is requested to kindly grant STS to all promotee Asstt. Commissioners of 2014, 2015, 2016 and 2017 batch.
