Subject: Suicide by one of our officers in Surat.

Sir,

            With heavy heart, an incident of suspected suicide by one of our officers namely Sh. M. Srinivas stationed at Surat is brought to your kind notice. He was posted as Superintendent in Surat Commissionerate and committed suicide. His dead body was found on 07.10.23. Earlier, he was posted in Vadodara-II Commissionerate at Bharuch.

            2. He was a reputed and sensitive officer but was repeated to a non-sensitive charge against the policy by putting star mark against his name. This demoralised and humiliated him because of his reputation being brought down. The star mark was removed later after his death. It is not understood how administration can be so insensitive and indifferent forcing our officer to take such extreme step.

            3. Our officers are already working under tremendous pressure due to over work, shortage of working hands, shortage of infrastructure, inefficient system software/AIO, every minute futile reports, the poorest career prospects etc. Every responsibility has been imposed on Superintendents instead of making equitable work distribution among all cadres like Income Tax and State GST. There is no revenue related work assigned to Commissioner and above in GST but they are enjoying 8-9 promotions in the career and headship/membership of any commission/tribunal after retirement.

            4. Transfer/postings guidelines are not being followed. Their ego is more important to the concerned authorities instead of following the norms. They behave merely like administrative heads instead of family heads without understanding that they are our welfare officers also. Their behavior is totally high-handed and inhumane. Every Chief Commissioner/Commissioner molds the guidelines as per his/her individual pleasure without thinking impartially about the stake holders. This is not kept in the mind that now in “on line work system” sensitive and non-sensitive postings have lost the meaning.

            5. We are unable to express what and against whom action should be initiated after suspected suicide by Sh. Srinivas. Our request is to kindly get the matter investigated thoroughly to punish the guilty not to repeat such sad incidents. The copy of the letter written by the General Secretary (also President of this All India Association) of our Vadodara Unit to the Principal Chief Commissioner of Vadodara Zone is also enclosed for further details alongwith enclosures.
