A meeting was held with the Member (Admn) today on 15.12.23 particularly on the issue of cadre restructuring. However, some more issues were also raised. Following are the issues-
Cadre Restructuring- Two particular points were raised, treating Level 9 time scale as functional promotion and entry of Inspector at lower level. He noted down the points as the Association opposed these points as our officers will not be able to reach even Level 9 by this, what to say to enter Group A. It was also requested to enhance promotional posts at each level for our officers in Group A and also to consult the Association before the final submission of the proposal to the DOPT. Finally, he asked to submit the representation and meet the Chairman.
Range Reorganisation & workload on Superintendent- The workload being faced by our Superintendents to reorganise the Ranges was brought to his knowledge. It was also requested to enhance manpower in Ranges by adding Inspectors/Ministerial staff. He agreed and asked to submit representation.
Assessment based on monetary limit like State GST and Income Tax for distribution of workload among higher cadres- He agreed and asked to submit representation.
Adjudication orders by Superintendents for higher authorities- He agreed that higher authorities should prepared their adjudication orders on their own.
Show Cause Notices/adjudications/assessments to be issued/done within December- He was requested for extension of the date of the same. He replied that it can be done only by Council and asked to submit the representation. He also asked to be careful about any lapse on this issue.
DPC for the post of Superintendent in Lucknow Zone & other places- He said that every effort is being made for the same.
Tenure of Customs posting- He said that very short postings on these sensitive seats are not in benefit of department.
Addl. post allowance- It was pointed out that Addl. Post Allowance is not being given to the officers in the field formations of CBIC for looking after more than one charges as per DOPT OM. He asked for the copy of the OM. Association said that it would be provided to him alongwith representation.
Designation to MACP holders- He was of the view that it is not possible because there exists no such provision in MACP.
