Suggestions for Annual General Transfer (AGT) Guidelines regarding Intra-Zonal
Transfer & Posting of Group ‘B’ and ‘C’ Officers.
Sir,
Kindly refer to
the draft guidelines for the Annual General Transfer (AGT) of Group ‘B’ and ‘C’
officers concerning intra-zonal transfers and postings in attached and
subordinate offices under the Central Board of Indirect Taxes & Customs
issued vide F.No.A.22015/09/2024-Ad.IIIA Dt. 20.12.24.
2. The suggestions
from the AIACTGEO are submitted as under:
(i) The Zonal transfer
policy in respect of a Zone may kindly be framed after getting feedback,
suggestions and deliberations with the staff associations. Due consultations
may kindly be made with the concerned units of the Association regarding it.
(ii) The Zonal
Annual Transfer orders may kindly be issued in the month of February every year
and further transfer/postings at lower formations, i.e., Commissionerates/Divisions/Circles/Ranges
be completed before 15th March to enable the officers to get timely
school/college admissions of their wards.
(iii) Officers due
for superannuation within three years may kindly be posted to the station of
their choice as also prescribed in the policy for IRS officers.
(iv) The officers
posted in lesser HRA areas and opting for higher HRA areas may kindly
be transferred to higher HRA
areas after completion of maximum two years.
(v) No interaction
being with the tax payers under GST, station changes may also kindly
be minimised and be only on request basis. Transfer TA of
officers is pending since long. Such burden can be minimised by it and also
pending TA may kindly be paid to the concerned officers. Frequent transfers
also result in generation of multiple NRCs which needs to be addressed.
(vi) The policy
for loan postings to the Directorates may also kindly be formulated under
consultation with the concerned zonal units of the Association.
(vii) These days Range
posting has become a hazard. So, keeping Range postings as sensitive needs a
relook.
(viii) Spouse
ground, wards in10th/12th standard, medical grounds of self &
family members including parents, differently disabled dependents etc. and
other genuine grounds may kindly be
followed strictly. If any deviation, reason may kindly be recorded for not
considering these grounds. Time-line for AGT may also kindly be adhered to strictly.
(ix) Guidelines
about transfer/posting of association functionaries may also kindly be
followed.
3. In view of the
above, it is requested to kindly consider and include the above points in the
final Annual General Transfer guidelines. The incorporation of above
suggestions will instill motivation and inspiration among the officers which
will help to enhance the work efficiency.
