A. DPC for the post of AC &
All India Seniority List of the Superintendents:
Both the issues were discussed
with the Chairman. He was kind enough to take note of the concerns and assured
that the appropriate action will be taken for early resolution in both matters.
Relevant submissions were made to him in both matters. Hopefully, the DPC may
happen soon.
B. Cadre Restructuring:
The status of the cadre
restructuring was brought to kind notice of the Chairman. He assured that the
issue will be examined and necessary steps will be taken. He was also kind
enough to ask for our proposal about the cadre restructuring which will be
submitted soon. It was also requested to provide the copy of the proposal of
the CBIC to the associations and also have due consultation/meeting with them.
It was also brought to his kind knowledge that there is no revenue related work
under GST beyond the post of Additional Commissioner.
C. In rem implementation order for Pay Scale revision
w.e.f. 01.01.1996:
The policy of the CBIC for
implementation of the revised pay scale notionally from 01.01.1996 and actually
from 21.04.2004 was brought to the kind knowledge of our Chairman requesting
him to implement the matter in rem instead of in personam and not force all
affected officers to go for litigation. He assured that the matter will be
reviewed and resolved appropriately. Hopefully, the proposal for in rem
implementation may be sent to the Department of Expenditure again soon.
D. MACP:
The concerns related to MACP
provisions including 5400 PB2 & PB3 and offsetting of 4 years time scale
with MACP upgradation were brought to kind knowledge of the Chairman. It was
very specifically mentioned that 5400 PB2 & PB3 is same and it is also
nowhere mentioned in MACP scheme that 4 years time scale will be offset with
the MACP upgradation. It was also brought to his kind notice that we are getting
5400 PB3 in 30 years under MACPS whereas we were getting it in 24 years under
ACPS. So, MACP Scheme proved disadvantageous to us in comparison to ACP Scheme.
He assured that the issue will be examined in light of the relevant rules and
provisions.
E. Holding of OCM Meeting:
The request for convening OCM
meeting was placed before him. He was kind enough to agree and assure that the
same will be considered at the earliest. It was brought to his kind knowledge
that all the points submitted by the associations are not included in the
agenda of the meeting. Only a few points are included and so the grievances
remain unresolved. He was requested to give a separate meeting to listen all of
our points and take due decisions accordingly. He was kind enough to assure to
review the situation.
F. Zone allotment to the AOs:
The issue of pending allotment of
zonal postings to the AOs in Lucknow Zone was also raised, so that the
Superintendents are not forced to work as DDO. The Chairman was kind enough to assure
that this will be resolved soon.
G. In rem implementation of Subramaniam verdict:
This issue was also brought to
the kind knowledge of the Chairman that benefit is not being granted to the
officers without Court intervention. He was kind enough to assure for a
suitable solution of the matter.
The meeting was held in a very
cordial atmosphere. The Chairman was kind enough to make note of our
submissions throughout the meeting and also ask, if we had to submit some more
points. We thanked his goodself requesting that the other points would be
submitted during the OCM meeting.
The offices of the other
concerned authorities were also visited in the interest of the cadre.
