Interaction with CPC

 Friends, 

Presentation was made today on 22.06.26 before pay commission at Lucknow. Seemingly, it was very good interaction. They listened us very patiently making due queries & getting due answers. Specific request was made to them to merge Level 9 & 10 and place our Superintendent in Level 10 pay scale. Level 7 & Level 8 were also requested to be merged to grant Level 8 pay scale to our Inspector. Our stagnation & MACP Scheme were also duly presented & discussed. Historic parity judgement of the Hon’ble Supreme Court was also handed over to them and our established parity with CBI, IB, Enforcement Directorate etc. was also stressed. In the matter of Non Functional time scale after 4 years of service, discrimination done to us vs other counterparts in giving NFS to us in 5400 in PB2 and to others in 5400 in PB3 was also discussed. It was also pressed that same was given to CSS w.e.f. 01.01.96 whereas to us w.e.f. 01.01.06. They asked whether we want our parity with CBI, IB etc. or with CSS, we replied that this is regarding NFS only because whenever we are given anything (higher pay scale), it is also given to CSS based on our precedent but we are never given any benefit given to CSS. All are our analogous counterparts. W.r.t. CBI, IB etc., High Power Committee report was also discussed. Regarding parity with Enforcement Directorate, para 7.15.24 of 6th CPC report was also discussed. Parity requirement with State GST counterparts was also discussed. Direct promotion of our Superintendent to STS post was also stressed. Career prospects vs other counterparts of Customs, CBDT, CSS etc. were also discussed who are reaching upto level of Commissioner/Joint Secretary whereas we are retiring after single promotion. If we are not given equal functional promotions, we should at least be granted time scale of the post at which the best counterparts of ours is working. The matter of trifurcation of single cadre of Inspector was also raised which is causing real harm to us in promotional matters. Loss in MACP in comparison to ACP was also presented with the request to grant 5 upgradations under MACP without offsetting with NFS and without bifurcating same scale into two. Rather this scheme may be implemented in the form of in-situ promotions. Making promotional hierarchy same across all departments/ministries was also stressed. Point resuming OPS was also raised.  All points submitted in our representation were stressed & discussed by us. Let's see what outcome comes.
