Sub: Cadre Restructuring of CBEC.
Sir,
It is submitted with due regards
that the Cadre restructuring of CBEC is pending with DOPT as on date. It has
already been approved twice by Finance
Minister as well as Expenditure. Our officers, i.e., Central Excise Superintendents,
are forced to retire in PB2 every month without further promotion after entry
into the job as Inspector. The position of stagnation is the worst as not only the general candidates but also
the reserved category candidates are retiring only after one promotion in the
service career of 35-40 years while their common entry counterparts are
getting 5/6 promotions retiring in PB4. The reason of their counterparts
reaching the level of Commissioner in sister concern of Income Tax and Joint
Secretary in Central Secretariat Service (CSS) is timely cadre restructurings
while it is only IInd in CBEC pending even in its 7th year despite
of the guidelines for the same to be happened after every 5 years.
2. Not only it, the most of group
‘B’ gazetted officers in the Central as well as State governments are promoted
to a Senior Time Scale post while Central Excise Superintendents are promoted
(if any) merely to a Junior Time Scale post. They are also forced to work
under their extreme juniors of
Customs belonging to same cadre recruited through same examination in CBEC
under same Department of Revenue and same Ministry of Finance. The single cadre
of Inspector has been trifurcated into 3 categories in absolutely unjustifiable
manner, i.e., Inspector (Central Excise & Land Customs), P.O. (Inspector
Customs) & Examiner (Inspector Customs) to be promoted as Superintendent
(Central Excise & Land Customs), Superintendent (Customs) & Appraiser
(Customs) respectively re-merging at group ‘A’ entry level. This places the
Inspector (Central Excise & Land Customs) 20 years behind the Examiner
(Inspector Customs) due to the discriminatory rate of promotion and faulty
recruitment rules.
3. IRS officers have been granted
parity with their common entry counterparts. But no such parity has been
considered for Central Excise Superintendents & Inspectors which is very
well possible by adopting the measures like time bound promotions/scales,
notional promotions, creation of supernumerary posts, creation of separate
service, direct promotion to higher post/s, upgradation of posts, in-situ
promotions (requiring no creation of posts) or any other specific measure/s
including batch to batch non-functional financial upgradation at par with CSS.
4. In view of above, it is
requested that the cadre restructuring of CBEC may kindly be approved on immediate basis
and some specific measures may also be devised independent of cadre restructuring for acutely stagnated
Central Excise Superintendents & Inspectors to grant them parity with their
common entry counterparts. Your kind & immediate response is very much
requested particularly keeping in view the extraordinarily acute stagnation of Central
Excise Superintendents, hundreds of whom are retiring every month without
promotion.
