Continuance of Satyagrah for settlement of long pending genuine demands
of the members of All India Association of Central Excise Gazetted Executive
Officers- regarding.
Respected Sir,
Respectfully, we beg
to state that despite our repeated appeals,
not a single legitimate demand of our
Association has been settled by Central Board of Excise and Customs till date
so far hence the members of our Association are
in deep anguish and totally disappointment over such attitude of CBEC. It is very unfortunate
that, the CBEC does not call the leaders of recognized service Associations
since long for discussions and negotiations for settlement of grievance points.
The scheme of joint consultative
machinery and compulsory arbitration has become defunct in CBEC and proved
failure. There by no negotiating forum is available effectively to the
Employees of Central Excise Department as a whole except agitational
paths. Nearly Ten thousands Central Excise
Superintendents took part in the Satyagrah during lunch hours on 12th
& 13th February, 2014 on the call of the All India Association of Central
Excise Gazetted Executive Officers. The Satyagrah was to protest
against the delay in conducting DPC by CBEC for the posts of Asst. Commissioner
against existing vacancies as well as posts created in CR-2013 of CBEC, non
implementation of CR-2013 of CBEC immediately, merger of 50% DA, sanction of
interim relief, effect of 7th CPC from 01.01.2014 etc. etc. Our
Association has also decided to continue Satygrah and its members will present roses to Cadre Controlling
Authorities on 24.02.2014 (Excise Day) throughout India to highlight for
settlement of the genuine demands of the Association. Shri Lokanath Mishra, President of the
Association may observe two days Satyagrah in front of Parliament On 24th and 25th February, 2014 to protest against the
total neglect and negative attitude of Central Board of Excise and Customs
towards the cadre of Central Excise Superintendents.
CERTAIN IMPORTANT DEMANDS OF
OUR ASSOCIATION
Immediate fixation of date to conduct DPC
to grant promotions to the grade of Asst. Commissioner against existing
vacancies as well as posts created in CR-2013 of CBEC.
Immediate implementation of CR-2013 of
CBEC and creation of new establishments as per reports submitted by different
study groups relating to CR of CBEC.
Immediate merger of base cadres as well as
feeder cadres and preparation of All India seniority lists in base cadres as
well as feeder cadres to remove intra cadre and inter cadre disparity in
promotions.
Immediate introduction of flexible
promotional scheme such as in-situ scheme or separate service or time bound
promotional scheme to enable one Inspector to retire in PB-4 like other counter
parts of CBDT & CSS etc.
Immediate removal of anomalies on Pay/
MACP/ Time scale etc.
Immediate relaxation of Gr-A Recruitment
Rules to provide 100% promotions against posts created in CR-2013 of CBEC and
100% promotions to Superintendents against temporary posts created in CR-2013
of CBEC. Immediate regularization of adhoc promotions
pending since 1997 on the basis of order dated 03.08.2011 of Honourable Supreme
Court of India and revised ratio as fixed in new Gr-A Recruitment Rules.
However
you are requested to kindly direct the Chairperson, CBEC, to call for
negotiations to settle the just and legitimate demands of the Association. We
do hope, your kind intervention shall help in settling of long pending genuine
demands of the Association and also to avoid continuance of observance of Satyagrah
by the members of the Association.
