Sub: Promotion orders against the DPC held
on 06.03.14 for the post of Asstt. Commissioner.
Madam,
Kindly refer to the Ref. No. 59/P/14
Dt. 21.03.14 of the Association.

It is further submitted with due regards that the promotion orders may even be
issued without waiting for permission from Election Commission because the DPC
has been conducted by the UPSC against regular vacancies. It is not understood
why the permission of the Election
Commission has been sought contrary to the instructions in r/o model code of
election conduct.
3.
As per the information gathered by the Association,
the Hon’ble Finance Minister will not be available after tomorrow. If our
officers retire this month also without promotion despite of their names being
cleared in the DPC of 06.03.14, it will be a shame on all of us. It is also
worth to mention that 20 days have already expired waiting for the issuance of
the orders.

In view of the above, it is requested that the promotion orders regarding the
subject-mentioned DPC may kindly be issued without further delay.

Sub: Promotions to the post of Asstt. Commissioner in r/o cadre
restructuring.

Kindly refer to Ref.
No. 30/P/14 Dt. 06.02.14, Ref. No. 34/P/14 Dt. 10.02.14, Ref. No. 47/P/14 Dt.
26.02.14, Ref. No. 51/P/14 Dt. 03.03.14 etc. of the Association.
2. It is again submitted with due regards that the cadre
restructuring of CBEC was notified on 18.12.13. The DPC against the post of
Asstt. Commissioner was very much expected in the month of January, 14 (if not
in December, 13). But nothing has happened till date even after expiry of more
than 3 months of notification despite of the relevant
list of the concerned officers being forwarded to all of the Cadre Controlling
Authorities by the DG, HRD very well in advance.
3. It is further submitted that around 100 of our
officers are retiring every month without promotion. Very specific &
serious efforts are required to hold the said DPC
particularly keeping in view the extraordinarily acute stagnation of Central
Excise Superintendents. Till date, only 1% of Central
Excise executive officers are being able to get rare of the rarest IInd
promotion at the fag end of career. It is also worth to mention again that 2118
posts of Asstt. Commissioner have been created on temporary basis only for a
limited period of 5 years. Thus, every day is important for us and even a
little delay in the filling-up of these posts is detrimental to the interest of
the thousands of our officers retiring regularly without IInd promotion in the
career. It is, therefore, required to finish the process in a time bound manner
to send the proposal of DPC to the UPSC.
4. The field formations are not taking the
issue seriously. There should be some accountability of the concerned field
authorities in this regard to expedite the issue. They should feel their
responsibility in serious manner particularly keeping in view that our officers
are very eagerly waiting for rare of the rarest IInd promotion at the fag end
of the retirement after serving the CBEC for 35 to 40 years with the utmost
sincerity. Some very specific efforts (instead of routine administrative
efforts) are required to finish the work taking personal interest.
5. In view of the above, it is very much
requested that the proposal for DPC against the said posts may kindly be sent
to the UPSC at the earliest by fixing a target date for it and the period of 5
years may also be counted w.e.f. the date of the orders of promotion as already
agreed in the meeting of 04.03.14.
