Mr Patil,
You are always habitual of talking irrelevant. This time also you mentioned your Zonal Committee which might have been formed for your zonal interests particularly your long cried zonal disparity having no relevance with all India issues. Our president has already analysed this issue in detail not only on blogspot but also on mails and in meetings. Despite of his analysis, you are unable to understand and working in your own style to spoil the atmosphere. You are only trying to deviate the actual issues.
However, you have no reply to the following points-
1.       Procedure and technique of ‘host trace’ has not been communicated by you.
2.       You people made complaint to UPSC against ad hoc promotions resulting in retirement of thousands of our officers without promotion.
3.       You people filed an IA in Supreme Court after 3.8.11 verdict accepting the RRs of 13:2:1 while these RRs were unacceptable to everyone except you people.
4.       You people filed the contempt case permanently closing the chapter of regularization as per new RRs.
5.       You people got buried the In-situ promotion scheme giving the pretext to Board that some of our own people are opposing it, otherwise thousands of our officers would have become ACs & DCs after completion 20 & 25 years of service on in-situ basis very well before and independent of cadre restructuring.
6.       You people are unable to observe agitational programmes due to your own weaknesses and contrarily crediting yourself victorious saying that you have got deferred the agitational programme. Agitational programmes are being deferred due to you weak peoples.
7.       As far as cadre restructuring is concerned, the ACRs of around 250 officers are still awaited from your zone but you people are afraid of talking to your local administration to expedite the sending of ACRs.
8.       Where were you people when Vimal Kumars were placed at junior positions than Kiran Pandits despite of being senior as Inspector?
9.       Where were you when the maximum numbers of promotional posts of Superintendent were allotted to your zone at the time of upgradation in 1996/97?
10.    Do you know that the officers of other zones including Delhi, who are senior as Inspector than
11.    Will zonal disparities not be removed by parity with counterparts?
12.    Why you people want that our officers should not reach higher levels in PB4 and retire as AC or DC only?
13.    Why our officers should not become DC before 28/30 years?
14.    Why our Inspector should not become Superintendent before 10 years?
15.    Why our Superintendent should not become AC before 10 years?
16.    Why our Superintendent should not become AC before 20 years after joining as Inspector?
17.    What do you mean by ‘Let us go in tandem’? Are you not the part of AIB?

A tentative estimate on promotions of officers to the post of AC as per result of cadre restructuring is mentioned below-
     No.                                                                     Zone
300-350                                                      Mumbai & Chennai
250-300                                                          -------
200-250                                                      Kolkata
150-200                                                          -------
100-150                                                      Delhi, Vadodara, Lucknow & Bangalore.
50-100                                    Shillong, Cochin, Patna, Bhopal, Hyderabad & Chandigarh.
0-50                                                            Jaipur, Indore & Bhopal.
ABOVE FIGURES SHOW that maximum number of officers (most beneficial position) are to be promoted from your Mumbai zone.
Tentative estimate in r/o the year of Inspector/Superintendent to be promoted to the post of AC is as below-
Zone                 Year of Ist Inspector            Year of last Superintendent
to enter group A                  to enter group A
Mumbai                1977                                    2002
Chennai                 1975                                    2002
Kolkata                  1977                                    2002
Delhi                      1976                                    2001
Vadodara               1975                                    2001
Lucknow               1975                                    2002
Bangalore              1975                                    2002
Shillong                 1978                                    2002
Cochin                   1975                                    2002
Patna                      1975                                    2001
Bhopal                   1976                                    2001
Hyderabad             1978                                    2002
Chandigarh            1977                                    2001
Jaipur                      1980                                    2000
Bhopal                    1976                                    2001
Indore                     1976                                   2000
ABOVE FIGURES SHOW THAT-
1. The Inspector of 1976 (most beneficial position) has already become AC in your zone. In this regard, your zone is already at beneficial position than the most of the others.
2. The Superintendent of 2002 (most beneficial position) will become AC in your zone. In this regard also, your zone is already at beneficial position than the others.
I am really unable to understand what else you want despite of the facts that-
i) The maximum number of officers of your Mumbai zone will enter group A (most beneficial position) in comparison of others.
ii) The Inspector of 1976 (most beneficial position) has already become AC in your Mumbai.
iii) The Superintendent of 2002 will become AC in your Mumbai zone (most beneficial position).
Your Mumbai Zone is placed at the most beneficial position in every respect.
It is very surprising that your Mumbai office bearers, who were ardent advocates of parity with counterparts and also met with the senior counsel on the issue after coming to Delhi, are now diverting the issue towards regional disparity.

President, Delhi Unit.
