Namaste.
Recently, 3 meetings were held with the
top administration of CBEC. However, meetings are being held with every
concerned authority but not being intimated only for the sake of intimation
because our concentration is on work. These meetings are, now, being intimated
because the meeting under the Chairperson is a minuted meeting and one of our
big units is under the impression that we are not meeting with the authorities.
It is reiterated that we are regularly in touch of the authorities not only in
person but also by telephones, mails & sms’s.
On 27.02.14, meeting was held with the
Member (P&V) discussing the issues related to the cadre. She assured for
necessary action after due examination of the issues, she being new to the post.
She said that now our concentration is on the immediate implementation of Cadre
restructuring and it is being looked by myself alongwith DG, HRD under proper
guidance of our Chairperson. The recent issue of transfers in Shillong Zone was
also discussed with her and she assured to do the needful.
A meeting was held with the DG, HRD on
03.03.14. She assured us to expedite the DPC to the post of AC in r/o cadre
restructuring. She also assured to prepare a proposal for non-functional
upgradation at par with the counterparts of CSS on the lines of group A who are
already getting NFU vs IAS. She also made specific appeal not to observe the
Satyagraha programme before the residences of Member (P&V), Chairperson
& Revenue Secretary.
Next meeting
was held on 04.03.14 under
the chair of Chairperson being attended by Member (P&V) & DG,
HRD with
our delegates. The charter of demands of Satyagraha was discussed. They
agreed
to the immediate implementation of cadre
restructuring. The Chairperson told that she had already given necessary
directions to the field formations and the matter is being regularly
monitored.
They assured that the same will be implemented at the earliest. It was
also decided to send a proposal for the grant of NFU
for our officers at par with the counterparts of CSS on the lines of
group A. A
proposal regarding next promotion of Central Excise Superintendent to
STS was agreed to be examined as it will require the change in
recruitment
rules. The proposal for grant of time scale in PB3 was agreed to be sent
to
DOPT. Board circular file for arrears of pay was agreed to be located
for
necessary action. Separate independent representations were asked on the
issues
relating to presentation made on 18.01.11 on cadre restructuring. The
regularization of ad hoc promotions can only be done as per the RR’s
relating
to the period of the occurrence of the vacancies. Meetings under
employee
grievance redressal mechanism were agreed and DOPT guidelines regarding
the
transfer/posting of office bearers were taken into cognizance. MACP
irregularities were agreed to be sent to DOPT and regular service letter
to be
examined for necessary action. Court reply to MACP case will also be
expedited.
The period of 5 years regarding temporary post was agreed to be counted
from
the date of the effect of promotion instead of date of notification.
Some
points were said to be taken up only after the implementation of the
cadre
restructuring and due study also saying that nothing can be done
immediately in
r/o the points related to cadre restructuring against the approval of
cabinet. Post to post reservation is not possible except in the case of
SC/ST officers, so there seems no mechanism to keep the vacancies
against
retirement of Central Excise officers reserved only for Central Excise
on post
to post basis. These are to be distributed in the ratio of 13:2:1 as per
RR’s.
Qualifying service to be in consonance of DOPT guidelines was agreed, it
was
informed that they have already recommended it to be 2 years for
Inspectors, PO’s
& Examiners to be promoted to next post.
All CBEC officials present
in the meeting also requested to AIB to expedite the pending information
regarding cadre restructuring from field formations through its units to be
sent to Board, so that work regarding the implementation of cadre restructuring
may be completed in a time bound manner.
The issue of regional
disparities was also discussed and it was informed that the matter is under examination
and will be possible prospectively only as per rules.
The recent issue of transfers in
Shillong Zone was again reminded to Member (P&V) and she assured to do the
needful.
