Regular
calls are being received regarding approval of reorganisation file by FM.
Actually, it has already been delayed terribly by our own Board. They formed
unwarranted committees to relook in the issues which were already settled by
study groups and approved by the cabinet accordingly. If these committees were
not formed, the reorganisation should have very well been issued merely within
maximum 2 months after the cadre restructuring notification. Newly framed
committees took the decisions against their own study groups and also against
cabinet approval. No need to submit that some of the authorities reverted its
own earlier decision in the committee report which was taken by the same
authority before the formation of committee in regard of the total numbers of
the Commissionerates at a particular place. They went to the former Revenue Secretary
in the end of the month of March, 14 to get their proposal approved against the
cabinet approval which might not be approved by the Finance Minister and might
require re-approval of cabinet. Re-approval of cabinet means that it would have
been again reprocessed by the administration for years. So, the former Revenue Secretary
was pleased to ask the CBEC to bring the proposal in consonance of the cabinet
approval. Accordingly, he was pleased to approve the reorganisation on 31.03.14,
day of his retirement from service, in consonance of cabinet approval and send
it to the FM on the same day. But very unfortunately, our CBEC authorities were
unable to place the file before the FM for signature and they also didn’t try
to get it signed by sending to his native place when he was not attending the
office (between 01.04.14 to 25.04.14) despite of the fact that he signed other
files there too. Both the files, CBEC as well as CBDT, were to be signed by him
simultaneously but the CBDT authorities were smart enough to get their file
cleared from him without the office being attended by him. Our authorities were
only able to get the file back from FM office with the advice to bring it when FM
attends the office. On 26.04.14, they went to the FM again through the RS
despite of the file already been approved by not only by the RS but also by the
MOS. The file was no way required to be routed through the new RS because of
already been marked to FM. The RS objected this approval having his own reasons
on this occasion and the file is pending since then. Our Association had
already sought the time from RS to have meeting on employee grievances.
Inspectors Association also approached him on the issue of regional
disparities. We and other staff Associations were, thus, called by him on
28.04.14 for independent meetings. He himself admitted that the regional
disparities could even not be removed in the promotions of the IAS officers on
account of joining different cadre control authorities under different state
cadres. He was pleased to quote the example of Arunachal Pradesh saying that
IAS officer of this state retires as DM only while IAS officers of other states
reach the level of Cabinet Secretary. We requested him to take measures to
remove the inter as well as intra category disparities independent of cadre
restructuring keeping in view the monthly mass retirements of our officers only
with single promotion and get the reorganisation file approved from the FM to
implement the cadre restructuring immediately. We were impressed that he was
convinced and the reorganisation would be cleared by the FM within 1 or 2 days
of this meeting but it is being listened that RS still has objections relating
to regional disparities for promotion of Inspector to Superintendent and also
the disparities in promotions between Inspectors & Examiners. He has
objection in reducing the residency period from 8 to 2 years for promotion from
Inspector to Superintendent despite of the fact that 2 years residency period
is in total consonance of DOPT guidelines. Perhaps our Inspectors Association
and a few of us also want that it should be 8 years for Inspector to
Superintendent and 2 years for Examiner to Appraisers. Agitation was the only
measure to get the cadre restructuring implemented timely but a few of us are
thinking themselves victorious on getting the agitational programme deferred.
It was very unfortunately delayed for years by some Associations in the time of
Mr. Majumdar. This time some Association has taken the step to ruin it totally
as the time of 6 months will end on 4th or 5th May, 14
after its approval by the Cabinet and CBEC will not be able to notify the
reorganisation within 6 months as undertaken by them before the Cabinet.
Our
CBEC or any other authority has done nothing for us for decades. Our common
entry counterparts are easily attaining PB4 levels whereas we are forced to
retire on a PB2 post and also forced to work under the extreme juniors of
Customs recruited in the same cadre. We are given false assurances but nothing has
ever done. Employee grievance redressal mechanism has totally been failed.
Despite of the utter disappointment, we have regularly been earning the revenue
for the Govt. well ahead of set targets with our commitment & dedication
but nobody is serious about our career prospects. The only way is to observe a
complete & effective agitation. So, we all have to be ready to follow the
agitational programme even on a short notice. Our President, Sh. Lokanath
Mishra, has already asked from all the units about the programme but the reply
is still awaited. Friends, be ready to sit before the residences of the
authorities including Commissioners/ADG’s, Chief Commissioners/DG’s, Members,
Chairperson, Revenue Secretary, MOS & FM throughout India requesting them
for immediate implementation of cadre restructuring and take concrete measures
independent of cadre restructuring to retire our all of officers also in PB4 or
we will have to sit at home after tendering our resignations from the job to
avoid gross insult being faced by us throughout the career.
