1. The minutes of the meeting held under the Chairperson of CBEC on 20.05.14 regarding promotions to the post of Asstt. Commissioner are attached herewith. As talked to DG, HRD today, the current pendency position in r/o ACR etc. is now 41. Out of these 41, 33 relate to Mumbai Zone. Our Mumbai Unit is once again requested to do the needful in the matter. I am also already in touch of the Mumbai administration. I also requested DG, HRD today to talk to the concerned Chief Commissioners in the matter and she was pleased to agree. The concerned units are also requested to do the needful for remaining 8 cases by verifying the same from the concerned section/record. The relevant list had already been mailed to the concerned unit by me.
2. The file regarding allocation of staff has again been sent today by the HRD to the Chairperson of CBEC who wanted some changes in it.
3. It seems that the reorganisation would be notified/implemented after due amendments in the Act during Budget.
4. All are once again requested to send the feedback latest by 10.06.14 regarding the Memorandum to be submitted to the Pay Commission.
5. All concerned units are once again reminded to clear their dues and donate maximum funds to the Association leaving behind all of shyness. Once again a lot of thanks and salute to the spirit of our Hyderabad Unit to make payment for the ‘to & fro’ journey of the President and Secretary General to attend the last Associate Committee meeting conducted by the said unit of ours.

SUB-COMMITTEE NO. 1
FOR PROMOTION TO THE GRADE OF ASSISTANT COMMISSIONER
(FROM GROUP ‘B’ TO ‘A’)
This is in continuation to the Meeting held with the Chairperson, CBEC on 20.05.2014, the minutes of the same were circulated on 26.05.2014 with the directions contained therein for further review of the progress on 03.06.2014.
Progress: (A) Superintendent Central Excise:
(i) In response to the action taken by the Member (P&V) regarding pendency of the dossiers, it is submitted that till date only 41 Dossiers/ information are pending from 06 Cadre Controlling Chief Commissioners of Central Excise & Customs alongwith Vigilance Status, Penalty Statement, and Integrity Certificates etc( 33 nos. are pending with Mumbai Zone.).
(ii) As submitted earlier individual folder of each of the eligible officers has been prepared and a total of 2986 such folders have already been scrutinized. The last submission was of 750 folders.
(iii) During the course of scrutiny of above mentioned individual folders, it has been noticed that there are some deficiencies regarding non-providing of ‘No Report Certificate’ or ‘No Review Certificate’. Such numbers are 255 till date and same may come down after scrutiny of the correspondence so received from various Cadre Controlling Authorities. The action is in progress and will be completed shortly. The below bench mark is negligible i.e. 19 (BLR – 02, CHD -01, Chennai – 01, Cochin – 01, DHL – 01, JPR – 01, KOL – 02, Mumbai – 03 CBN – 01 and VDR – 06).
(iv) Vigilance clearance in respect of 2333 officers has been checked and included in the Zone of Consideration.
(B) Superintendent of Customs (Preventive):
(i) It is submitted that till date only 02 Dossiers/ information are pending from 02 Cadre Controlling Chief Commissioners of Customs alongwith Vigilance Status, Penalty Statement, and Integrity Certificates etc. Zone wise pendency is Kolkata 01 and Mumbai – 01.
(ii) Scrutiny of individual folders has not been done so far but it has been noticed that there are some deficiencies regarding non-providing of ACR/APAR and ‘No Report Certificate’ or ‘No Review Certificate’. Such numbers are 95 till date and the same is due non-providing of ACR/APAR for the period 2007-2008, mainly by Chennai, Cochin & Mumbai Cadre Controlling Authorities. The action is in progress and will be completed shortly. The below bench mark is ‘NIL’ till date.
(iii) Vigilance clearance in respect of 357 officers has been checked and included in the Zone of Consideration.
(C) Appraiser:
(i) It is submitted that till date only 23 Dossiers/ information are pending from 03 Cadre Controlling Chief Commissioners of Customs alongwith Vigilance Status, Penalty Statement, and Integrity Certificates etc. Zone wise pendency is Chennai – 13, Kolkata 01 and Mumbai – 09.
(ii) During the course of scrutiny of 94 individual folders, it has been noticed that there are some deficiencies regarding non-providing of ACR/APAR and ‘No Report Certificate’ or ‘No Review Certificate’. Such numbers are 64 till date and the same is due non-providing of ACR/APAR for the period 2007-2008, mainly by Chennai Cadre Controlling Authorities. The action is in progress and will be completed shortly. The below bench mark is ‘NIL’ till date.
(iii) Vigilance clearance in respect of 61 officers has been checked and included in the Zone of Consideration.
Pending: (i) The zone of consideration of eligible Superintendent of Central Excise which has already been sent to JS (Admn), CBEC by the sub-committee vide its letter C. No. II(3)/6/2013-Sys/1249 dated 29.04.2014 for vetting by the Ad-II B Section is still pending. No office order regarding disposal of representations/ memoranda for fixation of Seniority/ Change in Date of Birth etc has been received so far. Finalization of representation may help the committee to prepare the Extended Panel of eligible officers in terms of DOPT’s OM dated 09.04.1996 as amended vide OM dated 02.08.2002;
(ii) It is pertinent to mention that sub-committee is still working on 2268 vacancies sanctioned in the Cadre Restructuring vide letter dated 18.12.2013 and is in non – receipt of any such information regarding unfilled backlog vacancies from the concerned Section of CBEC. However, as submitted in the last meeting, the sub-committee is in a position to prepare fresh Zone of Consideration, in case, the number of vacancies increased in due course and after finalization of any representation by the CBEC.
