            Kindly refer to your letter F.No.12017/07/2015-Ad IVA Dt. 29.12.15 on the above subject.
            2. As far as this Association is concerned, point-wise submissions are as under-
            Point No. 3.2:DPC for group ‘A’ from group ‘B’ is terribly delayed. DPC for 2014-15 and 2015-16 for the post of Asstt. Commissioner was to be conducted in the month of January, 14 and January, 15 respectively and already overdue. DPC for 2016-17 is also due in January, 16. It is requested that the said DPC may kindly be held immediately without further delay as our officers are retiring regularly without rarest IInd promotion of career despite of thousands of promotional vacancies being in hand. More than 450 officers have already retired after October, 14 without promotion on account of delayed DPC.
            Point No. 3.3: A good number of posts are vacant at higher levels above the grade of Asstt. Commissioner for the want of eligible officers, the details for which are already available with the concerned section/wing of the CBEC. These posts may kindly be downgraded to the grade of Asstt. Commissioner till qualified officers for promotion are not available and equal number of eligible officers from group ‘B’ gazetted grade be promoted on ad hoc basis against these downgraded posts under GFR 254. No permission/relaxation will be required for this from any other nodal department as the provisions are already prescribed under the said GFR.
            Point No. 3.5: Kind attention is invited to the minutes drawn against point No. 2 (relating to the framing of RRsto grant parity in promotions with inter-departmental counterparts and enter our officers into PB4 too)issued vide No.C.30013/6/2012-Ad.IV.A. Dt. 15.02.13 of CBECof the meeting held under the Chairpersonship of the then Member (P&V) on 31.01.13. Ithas very clearly been mentioned in the minutes that the work of framing new RRs is going on and its progress is being monitored very closely on regular basis. Further, it has been mentioned that the RRs as per DOPT guidelines would be finalized soon. But very unfortunately, there seems no progress in the matter. It is, therefore, requested that the said RRs may kindly be finalized immediately by prescribing the residency periods in accordance of the DOPT OM issued vide No. AB-14017/61/2008-Estt.(RR) dt.24.03.09 for the sake of parity under consultation with the Association.
The para 3.1 of the DOPT OM No. 22011/5/86-Estt. (D) Dt. 10.04.89 says that the holding of DPC meetings need not be delayed or postponed on the ground that RRs for a post are being reviewed/amended. Moreover, the amended RRs are not required to be awaited because the promotions are to be granted on ad hoc basis. It is, therefore, also requested that DPC may kindly not be delayed for the want of RRs to be reviewed or amended.
Point No. 3.9: The Association has been requesting regularly after the cadre restructuring of 2002 to provide the essential infrastructure and office space to the officers but nothing has been done till date. The officers are forced to sit at narrow and congested places for the want of prescribed office space and also without the due infrastructure. The rooms of the staffside were got sacrificed for the group ‘A’ officers as a result of 2002 cadre restructuring and history was repeated as a result of cadre restructuring


of 2013 too. Neither group ‘B’ officers nor promoteeAsstt. Commissioners are being provided with the due infrastructure & office space and they are forced to work under the most pitiable conditions under the Govt. No need to submit that providing of the due infrastructure & office space shall increase the present level of work efficiency in the interest of Govt. revenue. It is, therefore, requested that the officers may kindly be provided with the prescribed infrastructure and office space immediately.
Point No. 3.11: It has been observed that the 1% incremental amount is being utilized only for the welfare of group ‘A’ officers and its benefits are not being percolated to group ‘B’ and ‘C’ officers. If comparison is made with CBDT, group ‘B’ and ‘C’ officers are being granted various facilities/benefits including monthly petrol grant, mobile phones, laptops etc. without any discrimination. No need to say that the staffside is the actual workforce of the CBEC being instrumental to collect the revenue always above the targets. So, it is requested to grant the benefit of the 1% incremental amount to them without any discrimination.
Point No. 3.12: A comprehensive health insurance scheme was initiated to be devised by the HRD under consultation of staff associations but the same is still awaited. It is requested to finalise the scheme without further delay by duly considering the points already submitted by the associations.
