Cadre restructuring vs unity


Dear friends,
Namaste.
The next cadre restructuring being due, the Association took the matter with the administration to get it started. Accordingly, the process of the cadre restructuring was started immediately on the initiative of the Association and we raised the following issues among others –
(i) Creation of separate service for our officers like CSS at least upto the level of Commissioner: The creation of separate service for us was also agreed by the administration and already proposed by the CBIC in cadre restructuring. Now, our fight is to get the number of posts increased for us at each level in this service. However, very unfortunately, Sh. Manimohan & associates and Sh. S. K. Patil & associates have asked it only upto the level of Joint Commissioner.
(ii) Merger of group ‘B’ Executive non-gazetted as well as gazetted categories: It was agreed and already proposed by the CBIC in cadre restructuring. We are, however, trying it with retrospective effect in the form of parity in promotions and already filed Execution Petition of the verdict give in OA No. 2323/12 to this effect.
(iii) Removal of regional disparities in promotions: This point was also agreed by the administration and already proposed by the CBIC in cadre restructuring in the form of merger as per point (i) above.
(iv) Shortage of manpower and infrastructure: This point was also agreed by the administration and already proposed by the CBIC in cadre restructuring but we still need more.
(v) Extension of the temporary posts of Asstt. Commissioner: This point was also agreed by them and the posts have already been proposed to be extended forever as the part of separate service.
(vi) Conversion of temporary posts of Asstt. Commissioner to regular/permanent keeping the same intact for promotee officers forever: This point was also agreed by them and the posts have already been proposed to be regularized and intact forever for promotee officers as the part of separate service.
(vii) Stoppage of direct recruitment in IRS: No direct recruit IRS officer will be part of our separate service.
(viii) All posts at Group ‘A’ entry level to be filled by promotions only: All posts under separate service will be filled by promotions only.
(ix) Re-designation of the Superintendent under time scale of Level-9 with four years of service as Senior Superintendent: It was denied by us and, accordingly, has not been proposed by the CBIC in the cadre restructuring otherwise it would have been counted as one functional promotion for us. Instead of promoting our Superintendent as Senior Superintendent in Level-9, our Superintendent should be promoted directly to the post of Deputy Commissioner (Level-11) on the lines of other Group ‘B’ gazetted officers in Central as well as State governments who are being promoted to a Senior Time Scale post in the most of the cases. However, very unfortunately, Sh. Manimohan & associates have asked to promote our Superintendent to the post of Senior Superintendent in Level-9.
Friends, no doubt that we all should have to be ALL-UNITED, if we want to have something better for us out of the cadre restructuring. So, all dissociated units and members are requested to be united like before and come under the single flag of AIACEGEO.
