Sub: Freezing of Dearness Allowance.
Sir,
            Kindly refer to letter Ref. No. 70/AIB/C/20 Dt. 24.04.20 of the Association.
            2. It is to submit with due regards that the Association raised two issues in the above referred letter. One was about the freezing of DA and another was about the willingness to contribute for the PM CARE Fund. The Association is very much thankful to resolve the issue of the willingness for contribution to PM CARE Fund vide CIRCULR issued by the Department of Revenue vide F.No.-50050/42/2020-Cash Dt. 29.04.20. The Association is very much hopeful that the issue of the freezing of DA would also be resolved soon.
            3. Inviting your kind attention again to the OM of the Department of Expenditure issued vide No. 1/1/2020-E-II (B) Dt. 23.04.20 on the above subject matter, it is to submit that our member officers contributed for PM CARE Fund willingly and they are also contributing for the cause by helping the needy persons continuously as per the might and will also contribute further for PM CARE Fund. But the freezing of DA will place them and their families in great hardship. Not only it, other linked allowances will also be affected by freezing of DA. By it, our officers will also be unable to pay the installments of the loans and premiums of various policies taken by them for various purposes.  
4. Our officers are already working day and night from home beyond office hours and also on holidays using their own appliances, electricity connection, internet connection, telephone and mobile phone connection etc. etc. On one hand, the govt. is saying that the salary would be paid even to the persons who are unable to work whereas on another hand, the DA of the working govt. employees has been freezed for at least eighteen months. It is worth to submit that the DA is also the part of the salary.
5. In view of the above, it is again requested that the decision of freezing of DA may kindly be reviewed to reinstate the earlier position.

Sub: Implementation of the order given by the Hon’blr High Court of Jabalpur in r/o MACP upgradation.
Sir,
            Your kind attention is invited to the order given by the Hon’blr High Court of Jabalpur in Misc. Petition No. 6500, 6502, 6503, 6504, 6530, 6531, 6535, 6561, 6564, 6578 and 6579/2019.
            2. It is to submit with due regards that the following two things have been ascertained by the above mentioned order-
            (i) The non-functional upgradation can’t be treated as promotion or financial upgradation for the purpose of Modified Assured Career Progression Scheme (MACPS). It means that the time scale can’t be offset with the MACP upgradation.
            (ii) The Grade Pay of Rs. 5400/- in PB 2 and Rs. 5400/- in PB 3 is erroneously treated as separate grade pays for the purpose of grant of upgradations under MACPS. It means that the Grade Pay of Rs. 5400/- in PB2 and PB3 is one and same thing and officers should get the Grade Pay of Rs. 6600/- after it as next MACP upgradation.
            3. In view of the above, it is very clear that our officers should get the ACP/MACP upgradation in the following hierarchy-
            i) Grade Pay of Rs. 4800/- after the Grade Pay of Rs. 4600/-.
            ii) Time scale in Grade Pay of Rs. 5400/- after the Grade Pay of Rs. 4800/-.
            iii) Grade Pay of Rs. 6600/- after the Grade Pay of Rs. 5400/-.
            iv) Grade Pay of Rs. 7600/- after the Grade Pay of Rs. 6600/-.
4. It is, therefore, requested to implement the said order of the Hon’ble High Court of Jabalpur at an early date in accordance of para 3 above. The Association expects and is hopeful that no appeal would be made in the matter following the principle of the welfare state.
