for the DPC for the post of Asstt. Commisioner.
Sir,
It is to submit with due regards that
the APARs/ACRs for Group B officers are being written considering the last
three months of the posting or maximum tenure of a posting (but not less than
three months) in the relevant year, if the last posting in the year is less
than three months. In all of the DPCs held for the post of Asstt. Commissioner
till date, No Report Certificates or No Review Certificates have never been
asked in r/o the APARs/ACRs for the remaining months of a year.
2. Actually, No Report Certificates
or No Review Certificates are required for the Group A officers. But this time,
the No Report Certificates and No Review Certificates are being asked by the
CBIC for the Group B officers also which may be a herculean task for the field
formations as they are unable to provide the complete information till date even
after expiry of three months in response of the letter Dt. 20.03.20 of the DG,
HRD of CBIC.
3. If the field formations are unable
to provide the complete information timely, it is apprehended that the DPC may
further be delayed beyond the month of June, 2020 and again fresh vigilance
clearance would be required which again would be a herculean task taking months
resulting again in the retirement of a good number of our officers without
promotion despite of thousands of promotional posts being in hand. Not only it,
the DPC will also be delayed or the names of many of the officers may also not
be considered in the DPC if the field formations are unable to provide No Report
Certificates and No Review Certificates timely.
4. In view of the above, it is
requested to conduct DPC and issue promotion orders within June not to retire
our officers without promotions in this month. It is also requested that the
DPC may kindly be conducted without seeking No Report Certificates or No Review
Certificates as the same have never been sought for the DPC for the post of
Asstt. Commissioner and the name of none of the officers may kindly be left
unconsidered in the DPC for the want of No Report Certificate or No Review
Certificate.
