Sub: Compilation of
data and records in respect of the cadre of Superintendent of Central Excise,
Superintendent of Customs (Preventive) & Customs Appraisers - reg.
Madam,
Kindly refer
to the letter F. No.
1/BVS/HRD(HRM-I)/2020 Dt. 20.03.20 of the DG, HRD on the above subject.
2. It is to
submit with due regards that the information sought vide above letter from
Delhi Zone is still pending in r/o about eighty officers. The DPC for the post
of Asstt. Commissioner being in sight as and when possible, ACRs/APARs, No
Report Certificates (if report has not been written or is not available), No
Review Certificates (if report has not been reviewed), vigilance status etc.
have been sought by the DG, HRD vide above referred letter.
3. It is
further to submit that the DPC for the post of Asstt. Commissioner is being delayed
due to one reason or another for very long. As on date, the DPCs for the
transition year 2018 and whole years 2019 & 2020 are already long due and
the officers are forced to retire every month without promotion for the want of
DPC despite of the thousands of the posts of the Asstt. Commissioner being
vacant.
4. As the
Association came to know, the information sought by the DG, HRD vide above
referred letter has already been supplied by other zones. As on date, it
is pending to be supplied by Delhi Zone only. If the matter is delayed further
and the DPC is not convened within the month of June-2020 itself, again fresh
vigilance clearance will be required resulting into further delay in DPC and
the retirement of many more of our officers without promotion.
5. In view of
the above, it is requested to kindly expedite the sending of the sought
information to the DG, HRD at an early date in r/o the Delhi Zone for the sake
of justice to the officers retiring every month without promotion.
Thanking you,
Yours
sincerely,
(HARPAL
SINGH),
Secretary
General.
