Sir,
Kindly refer to Ref. No. 51/AIB/C/20 Dt. 18.03.20 and 54/AIB/C/20 Dt. 22.03.20 of the Association and other various communications repeatedly requesting for work from home.
2. It is to submit with due regards that the Association requested for work from home vide above referred communication on account of the fatal spread of corona pandemic. The Association is thankful that the govt. took the due cognizance of our request and the work from home was started to take preventive measures against the corona pandemic. Only essential services were continued.   
3. Your kind attention is also invited to the MHA Order Dt. 30.05.20 issued vide No. 40-3/2020-DM-I(A). Point No 6 of Annexure-I to MHA order says that the practice of work from home (WfH) should be followed as far as possible. No need to say that this measure is ordered to be taken to keep the govt. employees and their families safe from COVID-19.
4. As your goodself knows that the corona pandemic and its fatality is on regular increase and yet to attain the peak. Every person is living under its fatal threat. Officers of every department have become its prey and many of them have also unfortunately died of it. Our department is also not exception to this. It is also a bitter truth that our officers including Superintendents and promotee Group A officers are devoid of prescribed office space and closed chambers posing them to the open threat of COVID-19. By this, any unfortunate event may occur anytime and we will not be able to do anything.
5. The e-office is also going to start w.e.f. 15.06.20 in full fledged manner. The public dealing has already ended in our CBIC with the advent of GST. Thus, the official work can be done from any place with the help of e-office easily. Your goodself is also aware that the govt. was forced to close many offices including North Block due to spread of corona despite of 33% or 50% working strength.
6. ​In view of the above, it is requested to give the option to work from home to the maximum number of our officers below the rank of Joint Commissioner (equivalent to Deputy Secretary). The officers may be called to come to office in urgent and emergent matters only. It will also help to avoid the various types of incidental expenses. Even there is no harm to make it a permanent feature to save the huge expenditure being made by the govt. on required infrastructure.
