Sir,
            Kindly find enclosed herewith the cadre review status of the various departments.
            2. It is to submit with due regards that name of the CBIC is missing in the given list. The CBIC was to send the proposal to the DOPT by 31.01.20 but the same is yet to be sent. The list shows that we are lagging behind very terribly in the matter.
            3. It is further to submit that the ensuing cadre restructuring is not only important from the angle of the enhancement and regularization of the various posts, particularly at Group A entry level, for smooth functioning of the GST to provide easement of business to the trade but it is also very important from the angle of the career prospects of the officers joining the job as Inspector in the CBIC who are forced to retire after one functional promotion in the career of 35 to 40 years barring 1%. Some more of them are retiring merely as temporary Asstt. Commissioners.
            4. Our officers are having a little ray of hope about a bit improved career prospects on account of the ensuing cadre review proposal in which a separate IRS branch has been proposed for them upto the level of Commissioner. However, it is reiterated that the number of the posts in this service have been proposed neither in the desired number nor in the desired proportion. It is also worth to mention that the counterparts of our officers in our department of Revenue itself as well as other departments are already getting the promotions upto the level of Commissioner and Joint Secretary. In our sister organization of CBDT also under the same department of Revenue, our counterparts are already reaching the level of Commissioner. Not only it, our counterparts are also already reaching the level of Addl. Commissioner and Commissioner in our own organization of CBIC despite of being belonged to the same cadre of the Inspector. It is also worth to mention that the career prospects of the direct IRS officers have been improved even better than IAS on account of the number of posts created at various levels in the last cadre reviews and repeated relaxations sought from the DOPT but nothing has been done for our officers joining the job as inspector of Central Excise/CGST, whether direct or promotee.
            5. In view of the above, it is requested that the cadre review proposal of the CBIC may kindly be sent to the DOPT at an early date for further action.
