Sub: Physical verification DGARM reports and physical audit.
Sir,
Kindly refer to the earlier communication of the Association on the above subject.
            2. It is to submit with due regards that our officers are being pressurized to make physical verification of DGARM reports and also to do audit of the parties by making visits in the premises of the tax payers in the field formations.
            3. As your goodself is very well aware that the spread of corona pandemic is on regular increase throughout the country with the exponential speed. Not only the live cases are on increase but the deaths due to corona are also being increased exponentially. Our department is no way the exception to it and many casualties have already happened due to corona. Many areas have been declared containment zones and hot spots by the govt. Despite of the beginning of the unlock procedure, not only many bars have been declared by the govt. but lock down is also being observed at many places. Under such circumstances, our officers are being forced to visit the premises of tax payers even in the containment zones. Needles to submit that such pressure is like pushing our officers into the wells of death.
            4. The pandemic is on regular spread throughout the country with regular increase in death tolls and the Gujarat, Tamilnadu, Uttra Pradesh, Maharashtra, Madhya Pradesh, Delhi, Andhra Pradesh, North East region, Bihar, Chhattisgarh, Jharkhand, Telangana etc. zones are burning examples of continued corona pandemic. Despite of such life threatening situation being faced throughout the country, the officers are being compelled for physical verification and physical audit.
            5. It is also not out of place to mention that the procedure for physical verification of DGARM reports and also for physical audit was prescribed in pre-corona era. At that time, the concerned authorities were not aware that any pandemic like corona would be faced in the future.
            6. In view of the above, it is requested to discontinue the physical verification of DGARM reports and also the physical audit or the visit to the premises of the tax payers with any other reason under such life threatening conditions till the situation is improved. The matter may kindly be taken seriously being related to the threat to the lives of our officers and their family members.
Thanking you,
Yours sincerely,

(HARPAL SINGH),
Secretary General.
