2. It is to
submit with due regards that the compassionate grounds of the officers,
particularly promotee Asstt. Commissioners and other promotee Group A officers,
are needed to be considered for their transfer to the requested place as it is
already the month of September and corona pandemic is on regular increase on
alarming pace. It was expected that all representations regarding transfer of
Group A officers would be disposed off latest by the month of May. The most of them who
are posted other than their home town are due to retire within three
years or early. They are stuck up at outstations and are unable to
perform certain responsibilities in the old age including getting alliances to their
kith and kin and get them settled due to it because of being left in
lurch at different places under the hope to go to their native places. The most of them are also struggling
with various age related ailments.
3. It is
further to submit that it has been mentioned in the transfer guidelines framed
by the CBIC that the officers retiring within three years are to be placed at
their desired station/zone as far as possible. But unfortunately, these guidelines
are not being followed. Actually, not only the officers within three years of
retirement but all officers irrespective of time of retirement are required to
be placed on the desired station under this pandemic of corona because the situation would be absolutely difficult for any
person transferred away from family in the current circumstances as the corona
pandemic is on exponential increase.
4. It is further to submit that the
mode of the transport is difficult to be available to the officers due to
pandemic conditions to commute to family on their transfer to other station.
The officers transferred to outstation are facing quite adverse situation due
to lack of basic amenities such as accommodation and food due to corona
situation. Rented accommodation, which doesn’t come readymade, is also
difficult to obtain as no landlord is ready during these days to rent the
premises to the outsiders. In the present hard time, the officers are required to
work in the comfort zone by residing with the family. It shall also boost the
performance of the officers. It is also worth to submit that all of our
promotee Group A officers and the most of the Superintendents have already
crossed the age of fifty years and suffering from various co-morbidities. They
will be placed to the exposure and the fatal threat of corona on their transfer
and posting to the outstation.
5. It is also worth to submit that the faceless interaction
is the foremost objective under the GST and a lot of work has already been done
to achieve this objective. Due to the faceless interaction, the existing
concept of sensitive/non-sensitive posting as well as public dealing has also
become redundant. The e-office has also already started to make zero public
interaction. So, there seems no need of outstation transfers in the time of
faceless interaction and e-office. Accordingly, the officers working at
outstations are required, as per the willingness asked by the administration,
to be transferred and posted to the places where their families are residing. Many
of them are willing even to forego TTA/transfer grant to be with their families
under the fatal circumstances of corona pandemic.
6. In view of the above, it is
requested that all cases of requests for transfer may kindly be considered
sympathetically and the officers may kindly be accommodated accordingly at an early date. All grounds of the officers including illness of self,
ailing parents/spouse, no other male family member in the house, working spouse, deaf
& dumb ward, serious illness to any family member, co-morbidities, near
retirement etc. may kindly be considered sympathetically in this time of alarming pace
of community spread of the pandemic outburst alongwith
giving due consideration to DOPT guidelines and CBIC policy regarding transfers.
