Sir,

Your kind attention is invited to the letter F. No. 8 / B/90/ HRD (HRM) / 2011 (Part-I) /4853 Dt. 21.10.2014 of the CBIC as well as the various letters of the Association on the above subject including Ref. No. 19/AIB/A/20 Dt. 23.01.2020 and 132/AIB/R/20 Dt. 18.08.2020 on the above subject.

2. It is submitted with due regards that the Association has been requesting continuously to formulate the statuary provisions to wear the uniform, if its wearing is necessary in consonance of the nature of the job. It is also being requested repeatedly to make it compulsory for all “from top to bottom” in case of its wearing being mandatory for official purposes. The statutory provisions are very necessary for the sake of graceful & respectful treatment to the uniform bearing National Symbol. Alongwith it, all the due facilities & amenities are required to be given to the uniformed officers.

3. The situation about wearing of uniform has become very grim under the CBIC for the want of statutory provisions. There is agony among the officers because of its use for unofficial purposes in disrespectful and unceremonial manner. It is a matter of great concern that the uniform is being imposed on our officers only for decorative purposes particularly for protocol duties instead of being used for official purposes. Only the officers belonging to the rank from Havaldar to Deputy Commissioner.

            4. No doubt that the wearing of uniform with National Symbol is a matter of pride and also given tremendous social respect everywhere. But very unfortunately, the due respect for it is missing in our CBIC due to the officers being forced to wear it for protocol duties and for personal pleasure of some higher authorities

5. Under the circumstances, it is high time to formulate the code/statutory provisions for a proper uniform and to notify the same for all the officers of the GST by the CBIC alongwith all facilities and amenities including vehicles, if wearing of the uniform is made mandatory, to match with the respect and dignity of the uniform with National Symbol.  

6. In the meantime till statutory provisions are formulated, it is requested to kindly-

            i) Not force the officers to wear uniform for unofficial purposes.

            ii)  Not take any action against any officer for not wearing uniform.
